| Parameter | Requirement | JSON type | Description |
|---|---|---|---|
query | optional | string | Free-text search (Norwegian or English), e.g. "IT-drift", "snørydding", "rammeavtale konsulent". Start here. |
types | optional | union | Filter by notice type. Parent types: PLANNING, COMPETITION, RESULT. Specific types: ANNOUNCEMENT_OF_COMPETITION, DYNAMIC_PURCHASING_SCHEME, QUALIFICATION_SCHEME, ANNOUNCEMENT_OF_INTENT, PRE_ANNOUNCEMENT, ADVISORY_NOTICE, NOTICE_ON_BUYER_PROFILE, ANNOUNCEMENT_OF_CONCLUSION_OF_CONTRACT, CHANGE_OF_CONCLUSION_OF_CONTRACT, CANCELLED_OR_MISSING_CONCLUSION_OF_CONTRACT. Use ["COMPETITION"] + statuses=["ACTIVE"] for open tenders. |
statuses | optional | union | ACTIVE (open for bids), EXPIRED, AWARDED, CANCELLED. |
contract_nature | optional | union | WORKS, SERVICES and/or SUPPLIES. |
cpv_codes | optional | union | 8-digit CPV codes, e.g. ["45000000"]. Matches the code and its children. Find codes with search_cpv_codes(). Best combined with a free-text query. |
locations | optional | union | NUTS-style location ids, e.g. ["NO060"] (Trøndelag), or "anyw" for non-location-bound. See list_location_codes(). |
buyer | optional | union | Buyer organization full name(s) exactly as written on notices, e.g. ["Trondheim kommune"]. Resolved to Doffin's internal buyer id via a free-text lookup; names that match no buyer are reported in "note" and, if none match, no results are returned (rather than an unfiltered search). Pass the 32-hex buyer id from a result's buyer field directly to skip the lookup. |
winner | optional | union | Doffin's internal supplier id (32-hex). Winner names cannot be used - they are not present in search results to resolve against. |
date_from | optional | union | Publication date lower bound, "YYYY-MM-DD". |
date_to | optional | union | Publication date upper bound, "YYYY-MM-DD". |
sort_by | optional | string | RELEVANCE (default), PUBLICATION_DATE_DESC, PUBLICATION_DATE_ASC, DEADLINE, ESTIMATED_VALUE_ASC, ESTIMATED_VALUE_DESC. |
include_placeholders | optional | boolean | By default, hits whose buyer fields look like unfilled eForm template values (org id 123456789, placeholder buyer names) are dropped from the results as junk. Set True to keep them, each flagged with "possible_placeholder": true. |
limit | optional | integer | Gateway page size; default 25, maximum 100. |
offset | optional | integer | Number of list items to skip; default 0. |

The Norwegian Registry processes applications for accounts in the registry, provides technical support to users, and monitors the usage and users of the Norwegian registry. Due to the extension of the system, the expected workload is expected to increase significantly. - description:
- The Norwegian Public Roads Administration (NPRA) is one of the largest public purchasers in Norway. To achieve our strategic goals, we are facing a digital transformation where we aim to enhance our procurement processes in line with the parliamentary report " Smarter purchasing – efficient and professional public procurement (2018-2019).” This involves a transition from manual processes to a seamless, efficient, and transparent digital procurement process. With better tools and solutions, the Norwegian Public Roads Administration will be able to handle planning, competitive tendering and ordering in a more structured and innovative way across its divisions. This will also include efficient contract- and category management to become a fully digital administrative body. We are currently in the concept phase of digitizing our source-to-pay procurement process. During this phase, we aim to identify the future needs for our procurement ecosystem's architecture. The goal is to create a comprehensive and efficient digital process by developing and integrating existing solutions and implementing new digital tools carefully adapted to the organization's needs and workflow. Therefore, we seek an open dialogue with the market to explore available opportunities and how we can maximize their benefits. We plan to discuss the design of our ecosystem with suppliers, focusing on how their solutions can fit into this framework, including standard functionalities and integrations. We are also committed to providing excellent user experience for all our users. We are conducting this request for information to gain an overview of the procurement solutions available in the supplier market. Based on this insight, we will create a target picture for future implementation, as well as carry out one or more sourcing/tendering processes to acquire the new procurement tools. The sourcing processes are tentatively scheduled for Q1 2025.

- Contract award notice - Cancellation of Pre-qualification
- description:
- The Norwegian Defence Materiel agency received a question on Thursday 23 April regarding Pre-Qualification requirement 4 (QR4) relating to this Pre-Qualification. The question was: The wording in QR4 implies that manufacturers of STUAS for purposes similar to those described in the system description will automatically be rejected if they do not have experience producing VTOL UAS. Is this understood correctly? There are UAS systems that are highly relevant for use with CRDCO although they are not necessarily VTOL. Following a review, the NDMA has concluded that this requirement could unintentionally create an unnecessary restriction on potential suppliers at this stage of the procurement process. In light of this we are cancelling this Pre-Qualification. We will review and amend our requirements and ensure that all potential suppliers that meet our amended requirements can take part in this procurement process. We will re-publish the competition as soon as we have amended the qualification requirements . Answers to other questions received for this pre-qualification will be uploaded in the additional information tab in the re-published the competition/Pre-qualification. It will be re-published in the coming days.

- Market assessment for suburban commuter trains
- description:
- Norske tog AS (NT) is a limited liability company established in 2017, as part of the reformation of the Norwegian railway sector. The company is fully owned by the Norwegian Ministry of Transport. The mandate of NT is to procure, own and manage passenger train vehicles in Norway, and thereby provide access to rolling stock by leasing out vehicles to passenger train traffic operators. The companys rolling stock shall be offered on competition-neutral terms. NT has, with a few exceptions, the ownership of all passenger vehicles and locomotives in Norway. The company currently owns and manages nearly all Norwegian passenger trains operating on the Norwegian rail network, with a fleet currently amounting to over 250 trainsets. To ensure that we have up-to-date knowledge of the solutions available in the market, Norske tog is conducting a market survey through this request for information. This provides us with a solid foundation for assessing future needs and adaptations, and helps us to meet possible changes in capacity requirements and ensure flexibility in the train fleet. The Norwegian railway system faces increasing passenger volumes and evolving requirements for comfort, sustainability, and digitalization. At the same time, infrastructure investments and modernization programs create opportunities for improved performance and efficiency. Against this backdrop, Norske tog seeks to understand the markets capabilities and innovative approaches for delivering local and regional trainsets tailored to Norwegian conditions.

- Procurement Global corporate database platform
- description:
- Innovation Norway needs access to an extensive worldwide company database containing relevant and reliable information. This will make it possible for our employees to identify potential international partners for Norwegian businesses seeking to expand globally, as well as to create guest lists to international business events. We further need to be able to conduct company profiles with more in-depth information on specific companies. This is crucial for evaluating potential collaborations, investment opportunities, etc. The users of this database will be located across the world at our international offices as well as our offices nationally. We estimate that 100 people will need access to the database, and that the total number of exported lists will be around 10000 per year. The number of exported company profiles will be up to 3000 per year. Number of users using the solution at the same time is expected to be below 10 because of the global nature of the usage.

- RFI - Molecular test for detection and/or quantification of hepatitis virus A, B, C, D and E
- description:
- The Norwegian Institute of Public Health (NIPH) plan to acquire molecular test for detection and/or quantification of hepatitis virus (A, B, C, D and E) certified in according to the new EU IVDR regulations that will apply from May 2025 (class D). The virology department at the Norwegian Institute of Public Health is reference laboratory for hepatitis virus in Norway, and hence offer primary, confirmational or supplementary analysis primarily to the microbial laboratories around Norway. The number of samples are generally low compared to the primary microbial laboratories, and varies over time, depending on the demand and ongoing projects. There is therefore a need for a small and flexible system, preferably with automated extraction. In this regard we would like to have information of test that are or will soon be available on the marked, as well as their specifications. This is in preparation for a tender.

- The purpose of this procurement is to establish a contract with a supplier of a Digital Exam System. Most Norwegian universities and university colleges are currently using a digital exam system procured by Sikt. We are looking for a modern, secure, flexible, and intuitive exam solution that is perceived to have good support for central assessment activities for all students and staff across institutions and educations.

The Norwegian Public Roads Administration (SVV) is requesting input as we are working on a memorandum regarding the possibilities for charging the vehicles and machinery of our maintenance contractors (and preferably other vehicles and machinery working for SVV) along 10,600 km of national roads. This is being done as part of the implementation of the climate action plan for the Operations and Maintenance Division. The memorandum will form the basis for the strategic work for our future contracts. Operations and maintenance account for a significant portion of the division's greenhouse gas emissions, which are to be reduced by 55% by 2030. We are seeking input related to, among other things, charging infrastructure, charging technology, and the availability and development of electric machinery and vehicles that can be used for the operation and maintenance of the national road network, as well as input on possible business models for charging infrastructure in our maintenance contracts

- Plagiarism Detection System
- description:
- The purpose of this procurement is to establish a contract with a supplier of plagiarism detection system. Most Norwegian universities and university colleges are currently using a plagiarism detection system procured by Sikt. The most important functionality of such a system is to recognize text similarity in order to expose plagiarism. It is important that the solution is continuously developed to account for new methods of cheating, for example using AI-generated texts. We also need the system to provide warnings if submissions raise suspicion in other ways: If there are characteristics in the submission that suggest an attempt to avoid plagiarism detection, such as unreadable text, use of mixed alphabets, unusually long words or similar. The solution must support various file types and formats. It must be easy to upload texts for both checks and as source materials. It should be possible to add databases as source materials, and the access to this source material must be restricted. It should be possible to specify whether other clients should have full, partial, or no access to shared source materials. The system must be user-friendly and intuitive. It should be easy to integrate with Learning Management Systems (LMS) and solutions for digital examinations, but it also needs to work as a stand-alone solution. Having good access control solutions for the end users of the system is important. Also, the system owner must have access to user administration and insight into the use of the system at the institution level. - RFI - Procurement tools

For additional information about the current plagiarism detection system please visit: https://sikt.no/tjenester/plagiatkontroll (Norwegian).

How an AI agent should use this page
Ground rule: Navigate with HTML GET links to keep explanations and relationships. Use the page's JSON alternative only when concrete values must be extracted, compared or computed.
How to use the search_doffin lookup
- Replace the placeholders in the HTML GET template; remove optional parameters you do not need.
- Check types, units, limits and ID formats in the parameter table.
- Follow linked results to canonical pages before combining sources.
Misreading to avoid: An empty list means "no results for this lookup". An error message or unavailable source does not mean the data does not exist.
Source-specific next step
- Follow the notice ID to the canonical page; use CPV and location codes to narrow broad free-text searches.
Go to the source page for other operations. Use the JSON template only after the HTML result shows that the parameters and source are correct.
