Step 1 - Prequalification for procurement of "Software for Leakage Reduction and Sewerage System Outflow in Municipality of Trondheim"
    description:
Trondheim Municipality, hereinafter referred to as the contracting authority, invites tenders for a contract in the project "Software for Leakage Reduction and Sewerage System Outflow in Municipality of Trondheim".Trondheim Municipality hereby announces that the competition is cancelled, cf. the Public Procurement Regulations § 21-4.In this competition, the contracting authority has set a qualification requirement that tenderers must have their tax and VAT matters in order, with an associated documentation requirement for the submission of an ordinary tax certificate and an extended tax certificate.During the pre-qualification process, it has become clear that the requirement to obtain an "extended tax certificate" creates challenges for foreign suppliers, as the companies must be established as a Norwegian registered foreign business (NUF).As the documentation requirement is currently formulated, foreign suppliers who have not established a NUF will, in reality, not have the opportunity to fully document that they meet the qualification requirement in the manner we have described. Alternative ways for foreign tenderers to document this have also not been specified. This is unfortunate and contributes to an unnecessary restriction of competition, without being required to achieve the purpose of the requirement. We therefore consider the requirement to be disproportionate and that it poses a risk of breaching the fundamental principles of the procurement regulations, particularly the principles of proportionality and equal treatment. It is not possible to change the documentation requirements for a qualification requirement at this time, as this would be a significant change that could affect the outcome of the competition. If the contracting authority must amend the tender documentation, and this cannot be done without making significant changes, the contracting authority will have a duty to cancel the competition. The contracting authority will make adjustments to the qualification requirement and then republish the competition shortly.

Framework agreement for supply and service of drones
    description:
Statnett needs to enter into a new agreement for the purchase of drones for use in its operations. These will be drones that can be used for inspection of the power line network, pylons/towers, substations, and terrain. This will involve the use of both standard cameras and LiDAR for 3D mapping, and possibly multispectral sensors for classifying site productivity/vegetation conditions beneath our lines, to mention a few applications. The primary need will be for large and medium-sized inspection drones. These must operate under demanding mountain conditions, have good range, robust battery solutions, and solid sensors for data collection. Access to systems for lifting equipment is also desired, as well as drones that can be permanently installed at a substation to support inspection and security work at remote sites. Our operations are continuously expanding, and there is therefore a need for an underwater drone to support our work in mapping the seabed and quay/facility structures. There will also be a need for equipment to further our R&D work. It will therefore be desirable to have access to additional equipment, spare parts, and components that can be used in our work with drones.

Flytoget has decided that new TVMs will be acquired - including hardware and software. Flytoget has a strong need for a supplier who can quickly set new TVM and future changes into production. The supplier must be able to deliver 29 TVMs to replace the TVMs that Flytoget has deployed in the station areas and platforms today. The TVMs have to work in the existing system landscape as well as being scalable with respect to further development. The main objective is to have a fully functional system in place in due time before May 2024. This is very important - especially since the TVMs is a major part of the daily income for the company. It is crucial for Flytoget to obtain a partner who can be innovative and to create great customer journeys together with Flytoget. We prefer that the supplier's team can be present in Oslo to a large extent, being able to work closely with the customer's team. Klikk her https://permalink.mercell.com/202485014.aspx

    Plagiarism Detection System
    description:
The purpose of this procurement is to establish a contract with a supplier of plagiarism detection system. Most Norwegian universities and university colleges are currently using a plagiarism detection system procured by Sikt. The most important functionality of such a system is to recognize text similarity in order to expose plagiarism. It is important that the solution is continuously developed to account for new methods of cheating, for example using AI-generated texts. We also need the system to provide warnings if submissions raise suspicion in other ways: If there are characteristics in the submission that suggest an attempt to avoid plagiarism detection, such as unreadable text, use of mixed alphabets, unusually long words or similar. The solution must support various file types and formats. It must be easy to upload texts for both checks and as source materials. It should be possible to add databases as source materials, and the access to this source material must be restricted. It should be possible to specify whether other clients should have full, partial, or no access to shared source materials. The system must be user-friendly and intuitive. It should be easy to integrate with Learning Management Systems (LMS) and solutions for digital examinations, but it also needs to work as a stand-alone solution. Having good access control solutions for the end users of the system is important. Also, the system owner must have access to user administration and insight into the use of the system at the institution level. For additional information about the current plagiarism detection system please visit: https://sikt.no/tjenester/plagiatkontroll (Norwegian).

Contract award notice - Cancellation of Pre-qualification
    description:
The Norwegian Defence Materiel agency received a question on Thursday 23 April regarding Pre-Qualification requirement 4 (QR4) relating to this Pre-Qualification. The question was: The wording in QR4 implies that manufacturers of STUAS for purposes similar to those described in the system description will automatically be rejected if they do not have experience producing VTOL UAS. Is this understood correctly? There are UAS systems that are highly relevant for use with CRDCO although they are not necessarily VTOL. Following a review, the NDMA has concluded that this requirement could unintentionally create an unnecessary restriction on potential suppliers at this stage of the procurement process. In light of this we are cancelling this Pre-Qualification. We will review and amend our requirements and ensure that all potential suppliers that meet our amended requirements can take part in this procurement process. We will re-publish the competition as soon as we have amended the qualification requirements . Answers to other questions received for this pre-qualification will be uploaded in the additional information tab in the re-published the competition/Pre-qualification. It will be re-published in the coming days.

Helse Vest is the first region in Norway to achieve complete digital diagnostics in pathology. The four pathology departments in the region all use the same scanners, the same laboratory information and management system (LIMS, Unilab) and image management system (IMS, Sectra). The Helse Vest region is currently in a unique (inter)national position to prove the real innovative potential of artificial intelligence (AI) tools in pathology diagnostics.Currently many different AI tools and image analyses software packages have been CE-IVD approved for use in clinical routine practice, but until now very few pathology departments have implemented these computer-aided diagnostic (CAD) tools in daily clinical practice. The four pathology departments in Helse Vest aim to implement AI tools to enhance the efficiency, speed and objectivity of pathology diagnostics. More importantly, patients will benefit from superior tissue diagnostics that forms the basis for personalized treatment. The short-term goal is to purchase and implement AI tools for:•Automatic quantification of proliferation biomarker KI67 in breast cancer (Sub Contract 01)•Automatic detection and grading of prostate cancer. (Sub Contract 02)An important partner in this project will be Helse Vest IKT because the AI tools to be acquired have to be integrated with our IMS Sectra.Helse Sør-Øst operates 8 pathology departments and is participating in the competition with the option to enter into similar agreements as Helse Vest.

Commission Recommendation of 6 February 2024 on the regulatory promotion of Gigabit Connectivity, provides guidelines for the conceptual choices to be made. Technologies within scope of this assignment are FTTH technologies. This will at least include both P2P (‘point-to-point’) and PON (‘passive optical network’). The Cost model must have the capability to calculate costs for different types of operators with different scale and scope. The model will provide for cost modelling with Point of Handover at different network levels. It will also be able to provide for cost modelling of physical access (“fibre LLUB”), VULA, bitstream as well as access to pipes or subpipes. The model should also be capable of calculating separate costs for different types of geographic areas within an operator’s coverage.

Monitering of Greenhouse Gases in Peatlands
    description:
NORCE Research AS is conducting a market survey to determine whether there are one or more suppliers capabale of delivering equipment to be used in a research project of measuring grennhouse gases. The purpose of this RFI is to identify: * The technical solutions available on the market * Whether there are viable alternatives to an already identified solution We require two identical systems capable of measuring greenhouse gas exchange (CO₂, CH₄) using the Eddy Covariance method, combined with five automated chambers measuring CO₂, CH₄ and N₂O during the snow‑free season. The equipment will be installed in a remote nature reserve and must support off‑grid power. The Eddy Covariance setup must include an enclosed CO₂/H₂O analyzer, an open‑path CH₄ analyzer, and sensors mounted 2.5 m above the surface. Automated chambers must have a minimum footprint of 0.2 m² and be placed more than 15 m apart. We are also interested in real‑time on‑site data processing. All equipment must be commercially available, and we seek one supplier able to deliver the complete solution. This RFI is not a competition and does not entail any obligations for the contracting authority.

RFI - New solution for information exchange / sign-up system for point machine control
    description:
Sporveien AS is considering a new solution for information exchange/sign-up system, for point machine control. This includes fixed components and onboard equipment in trams / wagons. The existing “Sarasota” is a sign-up system on today's trams to select a roadway on a tramway when coming to an intersection. With a push button function of the tram, the driver sends a radio signal to a loop in the ground, and then transmitted to a control board, that again sends signal to the point machine to change its position. A new system should have the same basic functionality. More information about this RFI could be found at Sporveiens Procurement Portal: https://anbud.sporveien.com/sporveien//

Upgrade of Traction Converters (PEC Modules) in FLIRT Trainsets
    description:
Norske tog AS owns and manages a fleet of FLIRT trainsets (types 74, 75, and 76) delivered by Stadler Rail between 2012 and 2023. Most of the fleet (types 74 and 75) uses traction converters with PEC2 microprocessor cards from ABB/Hitachi, which have been declared end-of-life as of 31 December 2023. This will gradually reduce repair and spare part availability, increasing the risk of operational disruptions and higher maintenance costs. The newer type 76 trainsets use PEC3 modules, which are not considered critical for replacement at this time. The PEC module is a key component of the traction converter, controlling power delivery to the trains traction motors and auxiliary systems. The design and software are proprietary to ABB/Hitachi, and the vehicle control system can only be modified by Stadler. Any upgrade must ensure full compatibility with existing systems and safety requirements. Norske tog is considering a fleet-wide upgrade from PEC2 to a newer platform (e.g., PEC4) to ensure long-term reliability and cost-effectiveness. While we believe this may be a task best suited for the original manufacturer or supplier, Norwegian procurement regulations require us to investigate whether alternative suppliers or solutions exist. This RFI is for information gathering only. All input will be considered in the further planning process.

How an AI agent should use this page

Ground rule: Navigate with HTML GET links to keep explanations and relationships. Use the page's JSON alternative only when concrete values must be extracted, compared or computed.

How to use the search_doffin lookup

  1. Replace the placeholders in the HTML GET template; remove optional parameters you do not need.
  2. Check types, units, limits and ID formats in the parameter table.
  3. Follow linked results to canonical pages before combining sources.

Misreading to avoid: An empty list means "no results for this lookup". An error message or unavailable source does not mean the data does not exist.

Source-specific next step

Go to the source page for other operations. Use the JSON template only after the HTML result shows that the parameters and source are correct.
