| Parameter | Requirement | JSON type | Description |
|---|---|---|---|
query | optional | string | Free-text search (Norwegian or English), e.g. "IT-drift", "snørydding", "rammeavtale konsulent". Start here. |
types | optional | union | Filter by notice type. Parent types: PLANNING, COMPETITION, RESULT. Specific types: ANNOUNCEMENT_OF_COMPETITION, DYNAMIC_PURCHASING_SCHEME, QUALIFICATION_SCHEME, ANNOUNCEMENT_OF_INTENT, PRE_ANNOUNCEMENT, ADVISORY_NOTICE, NOTICE_ON_BUYER_PROFILE, ANNOUNCEMENT_OF_CONCLUSION_OF_CONTRACT, CHANGE_OF_CONCLUSION_OF_CONTRACT, CANCELLED_OR_MISSING_CONCLUSION_OF_CONTRACT. Use ["COMPETITION"] + statuses=["ACTIVE"] for open tenders. |
statuses | optional | union | ACTIVE (open for bids), EXPIRED, AWARDED, CANCELLED. |
contract_nature | optional | union | WORKS, SERVICES and/or SUPPLIES. |
cpv_codes | optional | union | 8-digit CPV codes, e.g. ["45000000"]. Matches the code and its children. Find codes with search_cpv_codes(). Best combined with a free-text query. |
locations | optional | union | NUTS-style location ids, e.g. ["NO060"] (Trøndelag), or "anyw" for non-location-bound. See list_location_codes(). |
buyer | optional | union | Buyer organization full name(s) exactly as written on notices, e.g. ["Trondheim kommune"]. Resolved to Doffin's internal buyer id via a free-text lookup; names that match no buyer are reported in "note" and, if none match, no results are returned (rather than an unfiltered search). Pass the 32-hex buyer id from a result's buyer field directly to skip the lookup. |
winner | optional | union | Doffin's internal supplier id (32-hex). Winner names cannot be used - they are not present in search results to resolve against. |
date_from | optional | union | Publication date lower bound, "YYYY-MM-DD". |
date_to | optional | union | Publication date upper bound, "YYYY-MM-DD". |
sort_by | optional | string | RELEVANCE (default), PUBLICATION_DATE_DESC, PUBLICATION_DATE_ASC, DEADLINE, ESTIMATED_VALUE_ASC, ESTIMATED_VALUE_DESC. |
page | optional | integer | 1-based page number. |
hits_per_page | optional | integer | 1-50 (default 10). |
include_placeholders | optional | boolean | By default, hits whose buyer fields look like unfilled eForm template values (org id 123456789, placeholder buyer names) are dropped from the results as junk. Set True to keep them, each flagged with "possible_placeholder": true. |
limit | optional | integer | Gateway page size; default 25, maximum 100. |
offset | optional | integer | Number of list items to skip; default 0. |

- The Norwegian Nuclear Commission - survey and assessment of the status of available nuclear reactor technologies and designs
- description:
- The Nuclear Commission wishes to aquire an external consultancy report providing an updated overview and mapping of the status of various reactor technologies and power plant designs, including their technological maturity, estimated timeline for implementation and commercial availability, construction and operational costs, and their ability for flexible operation and associated costs. The commission also seeks a comparative assessment of supply chain vulnerabilities and waste management. Although the commission desires the consultant's best estimate of these aspects, the analysis should focus on describing and assessing the uncertainties related to these aspects and the expected timelines. The assignment is to commence as soon as possible. The assignment should result in a report and presentation of the proposal to the commission. The deliverables should be divided into a partial report, a preliminary report, and a final report. The assignment is to be delivered by October 15, 2025. The consultant is to participate in meetings with the commission as agreed, but at a minimum, an initial meeting, a status meeting, and a meeting to present the final result. The estimated value of the procurement is from NOK 1,000,000 excluding VAT to NOK 1,290,000 excluding VAT. The estimate is not binding for the client. For further information on the scope and content of the procurement, we refer to appendix 1.

- Plagiarism Detection System
- description:
- The purpose of this procurement is to establish a contract with a supplier of plagiarism detection system. Most Norwegian universities and university colleges are currently using a plagiarism detection system procured by Sikt. The most important functionality of such a system is to recognize text similarity in order to expose plagiarism. It is important that the solution is continuously developed to account for new methods of cheating, for example using AI-generated texts. We also need the system to provide warnings if submissions raise suspicion in other ways: If there are characteristics in the submission that suggest an attempt to avoid plagiarism detection, such as unreadable text, use of mixed alphabets, unusually long words or similar. The solution must support various file types and formats. It must be easy to upload texts for both checks and as source materials. It should be possible to add databases as source materials, and the access to this source material must be restricted. It should be possible to specify whether other clients should have full, partial, or no access to shared source materials. The system must be user-friendly and intuitive. It should be easy to integrate with Learning Management Systems (LMS) and solutions for digital examinations, but it also needs to work as a stand-alone solution. Having good access control solutions for the end users of the system is important. Also, the system owner must have access to user administration and insight into the use of the system at the institution level. For additional information about the current plagiarism detection system please visit: https://sikt.no/tjenester/plagiatkontroll (Norwegian).

- Study of the effects of dual policy instruments to reduce CO2 emissions in the Norwegian petroleum sector
- description:
- The majority of emissions from petroleum activities on the Norwegian continental shelf are subject to dual use of policy instruments (a carbon tax and the European emission trading system), resulting in high emission costs for the Norwegian petroleum sector. At the moment - the only two realistic solutions to reduce emission costs close to zero - are by replacing existing energy supply with power from shore or by shutting down the installations. Existing installations that are suitable for full or partial operation with power from shore already have implemented or are implementing such a solution. For the remaining installations, power from shore is seen as unrealistic, due to technical limitations, high cost and/or short remaining production period. Therefore, high emission costs resulting from the dual use of policy instruments (CO? tax and EU ETS) may, among other things, lead to fields and installations being shut down earlier than they otherwise would have been. The Ministry wants an independent study of the effects of a CO2-tax on top of EU ETS on future deliveries of oil and gas from the NCS, the net present value of production of oil and gas, production emissions and the net income to the state from the sector. The assignment will commence as soon as possible. The assignment should result in a written public report. The deliverables should be divided into a presentation of preliminary results, a first draft of report and a final report. The assignment is to be delivered within three months of contract signing. The consultant is to participate in meetings with the Ministry as agreed, but at a minimum, a start-up meeting, a status meeting with presentation of preliminary results, and a meeting to present the final report. The value of the procurement is estimated between 1 and 2 million NOK excl. VAT. This estimate is not binding for the Contracting authority. For further information on the scope and content of the procurement, we refer to appendix 1.

How an AI agent should use this page
Ground rule: Navigate with HTML GET links to keep explanations and relationships. Use the page's JSON alternative only when concrete values must be extracted, compared or computed.
How to use the search_doffin lookup
- Replace the placeholders in the HTML GET template; remove optional parameters you do not need.
- Check types, units, limits and ID formats in the parameter table.
- Follow linked results to canonical pages before combining sources.
Misreading to avoid: An empty list means "no results for this lookup". An error message or unavailable source does not mean the data does not exist.
Source-specific next step
- Follow the notice ID to the canonical page; use CPV and location codes to narrow broad free-text searches.
Go to the source page for other operations. Use the JSON template only after the HTML result shows that the parameters and source are correct.
