The purpose of the procurement process is to cover the Procuring Entity’s need for third rail components for the Oslo Metro network. As most of the purchases and planned maintenance/overhaul projects are financed by Public Authorities, it is a bit difficult to be too specific of the amount to be bought over the period of this frame-agreement, therefore it could be more than expected as of today. Due to the Covid-19 situation, the budget plans are a bit delayed so there will be earlier volumes following contract signing, but planned volumes as of now is the following: New track from Majorstua to Fornebu (Fornebubanen) planned purchase 2024-2026: 20 300 metres. Historically, the Procuring Entity has purchased third rail components for between EUR 500.000- 1.000.000, - annually on average. The value may differ from year to year. Contract duration will be four years with options for prolongation for two + two years.

Innovation Norway needs access to an extensive worldwide company database containing relevant and reliable information. This will make it possible for our employees to identify potential international partners for Norwegian businesses seeking to expand globally, as well as to create guest lists to international business events. We further need to be able to conduct company profiles with more in-depth information on specific companies. This is crucial for evaluating potential collaborations, investment opportunities, etc. The users of this database will be located across the world at our international offices as well as our offices nationally. We estimate that 100 people will need access to the database, and that the total number of exported lists will be around 10000 per year. The number of exported company profiles will be up to 3000 per year. Number of users using the solution at the same time is expected to be below 10 because of the global nature of the usage.

    Plagiarism Detection System
    description:
The purpose of this procurement is to establish a contract with a supplier of plagiarism detection system. Most Norwegian universities and university colleges are currently using a plagiarism detection system procured by Sikt. The most important functionality of such a system is to recognize text similarity in order to expose plagiarism. It is important that the solution is continuously developed to account for new methods of cheating, for example using AI-generated texts. We also need the system to provide warnings if submissions raise suspicion in other ways: If there are characteristics in the submission that suggest an attempt to avoid plagiarism detection, such as unreadable text, use of mixed alphabets, unusually long words or similar. The solution must support various file types and formats. It must be easy to upload texts for both checks and as source materials. It should be possible to add databases as source materials, and the access to this source material must be restricted. It should be possible to specify whether other clients should have full, partial, or no access to shared source materials. The system must be user-friendly and intuitive. It should be easy to integrate with Learning Management Systems (LMS) and solutions for digital examinations, but it also needs to work as a stand-alone solution. Having good access control solutions for the end users of the system is important. Also, the system owner must have access to user administration and insight into the use of the system at the institution level. For additional information about the current plagiarism detection system please visit: https://sikt.no/tjenester/plagiatkontroll (Norwegian).

Framework agreement for supply and service of drones
    description:
Statnett needs to enter into a new agreement for the purchase of drones for use in its operations. These will be drones that can be used for inspection of the power line network, pylons/towers, substations, and terrain. This will involve the use of both standard cameras and LiDAR for 3D mapping, and possibly multispectral sensors for classifying site productivity/vegetation conditions beneath our lines, to mention a few applications. The primary need will be for large and medium-sized inspection drones. These must operate under demanding mountain conditions, have good range, robust battery solutions, and solid sensors for data collection. Access to systems for lifting equipment is also desired, as well as drones that can be permanently installed at a substation to support inspection and security work at remote sites. Our operations are continuously expanding, and there is therefore a need for an underwater drone to support our work in mapping the seabed and quay/facility structures. There will also be a need for equipment to further our R&D work. It will therefore be desirable to have access to additional equipment, spare parts, and components that can be used in our work with drones.

RFI - Unified News Workflow in NRK
    description:
As part of an ongoing initiative to enhance the workflow for producing and publishing news content, NRK is engaging with the market to understand what existing software and hardware solutions could form part of a unified news workflow to help journalists achieve NRK’s strategic goals. Given the broad range of needs across news production, it is unlikely that a single solution can address them all. NRK is therefore interested in exploring how multiple systems can be combined to meet the overall needs of the organisation.NRK is interested in exploring how existing products may contribute to a future news workflow, whether by complementing existing systems, replacing specific capabilities or enabling new ways of working. The aim is to understand what capabilities are available in the market, which needs they address, and how they could form part of a broader portfolio of tools and services. No decisions have been made regarding the final composition of the portfolio. Any subsequent procurement processes will be announced through official channels. This is an initial market exploration intended to identify relevant existing products, with low effort required from both NRK and participating vendors. At this stage, vendors are only expected to review this document and complete a brief response form. The response deadline is 12 November 2026.

    Digital Exam system
    description:
The purpose of this procurement is to establish a contract with a supplier of a Digital Exam System. Most Norwegian universities and university colleges are currently using a digital exam system procured by Sikt. We are looking for a modern, secure, flexible, and intuitive exam solution that is perceived to have good support for central assessment activities for all students and staff across institutions and educations. The system must be user-friendly and intuitive. It should be easy to integrate with solutions for plagiarism control, but it also needs to work as a stand-alone solution. Having good access control solutions for the end users of the system is important. Also, the system owner must have access to user administration and insight into the use of the system at an institutional level. For additional information about the current exam system, please visit: https://sikt.no/tjenester/digital-eksamen (Norwegian)

Declaration of intent - development of a flight test/demonstration program of zero- and low-emission aircraft
    description:
Avinor AS and Civil Aviation Authority Norway (CAA Norway) intend to enter into a Letter of Intent (LoI) with Bristow Norway and Beta Technologies for the development of a flight test/demonstration program of zero- and low-emission aircraft. The purpose of the agreement is to develop solutions and knowledge related to future aircraft and requirements for airport operations/infrastructure, as well as conducting safe and efficient trials of new technology for regulatory learning and development within all relevant areas of aviation. Flights utilizing a battery-electric aircraft are estimated to take place after summer of 2025. Avinor’s objective is to facilitate and support testing and demonstration of zero- and low-emission aircraft, airspace and operational development to gain more knowledge about new technologies, facilitation needs and explore their practical applications. CAA Norway's main objective is to contribute to safe, societally beneficial, and sustainable aviation. As an aviation authority, CAA Norway, in collaboration with EASA, will contribute to regulatory facilitation and learning. The purpose is to enable safe testing and phasing in of new technologies in an ecosystem. It will also enable the regulators to identify the need for regulatory changes and to ensure that approval and certification processes are well prepared and can be carried out efficiently. The agreement is intended to accelerate the transition towards zero- and low-emission aviation and is part of the Avinor and CAA Norway collaboration to establish Norway as an international test arena for zero- and low-emission aircraft. Data and knowledge sharing is a key element of the agreement, and the activities will contribute to knowledge for the entire aviation ecosystem. The joint results of the research/development under the agreement will not be exclusive to the contracting parties, and in addition the financial burden is split between the parties. If a subsequent development phase provides a basis for it, the letter of intent will be replaced by a binding project agreement. Based on the above, the agreement is considered a research and development contract and is therefore exempt from the procurement regulation, cf. the Supply Regulations section 2-5. Any objections to the agreement should be submitted within 26.11.2024. For more information, se Tendsign: https://tendsign.no/supplier/index.aspx

    Intensjonskunngjøring-Multi-scalar Imaging System
    description:
The Fluid Mechanics group at NTNU wishes to extend our existing flow measurement capabilities to include the ability to simultaneously measure heat-release/temperature/species (scalar) fields in reacting flows with a new dual LIF system. We currently have a two stereoscopic PIV systems from LaVision GmbH which comprise of 2 low-speed lasers (10 Hz), 4 (25Mpx) PIV cameras and 3 (5Mpx) sCMOS cameras, frame grabbers, acquisition PCs, the timing and triggering units and the PIV acquisition and processing software. We now require integration of a high power LIF system that can measure multiple species. We wish to purchase a dual laser induced fluorescence (LIF) system for combustion diagnostics (OH and NH PLIF)) which needs to also be integrated with existing equipment in the Thermofluids research group at NTNU. The system must provide two separate dye lasers and two pump lasers, where one of the pump lasers must be able to provide at least 50-60 millijoules of energy per pulse in the ultraviolet (for OH-PLIF) whereas the second pump laser must be able to deliver 25-30 millijoules of energy per pulse. Image intensifiers and cameras, power meters, optics, acquisition and software that is compatible with our existing systems must be included. For this reason, we need to purchase it from the same manufacturer as our existing laser systems (due to the hardware we cannot integrate LaVision equipment with their competitors’ systems, and vice versa). Purchasing a similar system from another supplier would result in duplications of much of the hardware already in our laboratory but without the compatibility of combining the new hardware with our existing equipment to make a larger system with multiple lasers and cameras to perform simultaneous measurements. Integration with existing systems is essential to several ongoing projects funded by the EU. It is thus imperative that we purchase the new systems from the original supplier.

Traceability of Chemicals in Plastics and in Plastic Products
    description:
The Nordic program to reduce plastic pollution 2025-2027 under the Nordic Council of Ministers for the Environment and Climate is administered by the Norwegian Ministry of Climate and Environment. The program is launching a call for tenders for a project on the traceability of chemicals in plastics and plastic products. Chemicals of concern in plastics pose significant challenges for health, the environment and the safe functioning of circular value chains. Effective traceability enables regulators and industry to identify and control chemicals of concern, improve the safety and transparency of recycled plastics, strengthen monitoring, reporting and compliance, support accurate classification and control of plastic-related trade and reduce data gaps and inconsistencies across value chains. There is a need for a consolidated global overview of the methods, approaches, and systems currently used to promote traceability of chemicals in plastics and plastic products along value chains. This project aims to identify practical, implementable and globally relevant options for improving the traceability of chemicals in plastics and in plastic products, providing targeted input to the ongoing Intergovernmental Negotiating Committee (INC) and supporting future plastic treaty implementation. It is also relevant for targets under the Global Framework on Chemicals, GFC, as well as the Stockholm Convention. The project will consolidate and assess existing regulatory, technical and sectoral approaches across major jurisdictions including the EU, USA, China, Brazil, South Africa and selected Middle Eastern countries, and as far as possible seek to translate these into prioritised recommendations for increased transparency. The outcome will be communicated as a publicly available report. Project output should be issued through NordPub according to the guidelines of the Nordic Council of Ministers. See appendix 1 for more information.

Statsbygg intends to sign a contract with NanoTemper Technologies for the acquisition of a MST instrument, intrinsic tryptophan fluorescence, for the Life Sciences Building. We intend to purchase an MST instrument that is a capillary-based instrument for the analysis of molecular interactions using a combination of microscale thermophoresis (MST) and spectral shift with fluorescently labeled molecules as the principle of detection. The instrument must be an all-in-one, table-top model, and not exceed w400 x d600 x h550 mm in size due to space restrictions. The instrument must be able to measure both modalities in the same experiment on the same sample. We are researching, among other things, protein-protein and protein-ligand interactions, and the ability to analyze such interactions at equilibrium in a flow-free environment that does not require protein immobilization is a key feature that the equipment must satisfy. It is also essential that the system can measure many samples in series, in solution and with minimal use of material per sample. Through professional expertise in the laboratory, as well as research done online, we find that Monolith X is the only system with the following characteristics:Can do a combination of microscale thermophoresis (MST) and spectral shift with fluorescently labeled molecules as the principle of detection in the same instrument. Is an instrument that is an all-in-one, table-top model, not exceeding the size limitation. The Instrument can measure real-time changes in fluorescence intensity upon binding of ligand to the labeled protein while simultaneously changing the temperature of the sample (modality: microscale thermophoresis, MST).The instrument can measure real-time changes in fluorescence emission spectrum upon binding of ligand to the labeled protein as a result of a change in the fluorophore's emission spectrum (modality: spectral shift). The instrument can measure both modalities in the same experiment on the same sample. Can measure samples in very small volumes, using very small amounts of samples. See Appendix 4.0 Requirements MST Instrument K930.22 specification for more information on absolute requirements.Send an e-mail to [email protected] to receive the 4.0 Requirements MST Instrument K930.22 document. Summary:Given our technical requirements and needs, including in the attached requirement specification, the information we have and the investigations that have been carried out, to the best of our knowledge only Nanotemper technologies meets the requirements and can therefore, for technical reasons, deliver the service. The conditions in FOA § 13-4 (b) are deemed to be met. Any objections must be reported via e-mail to [email protected] within 10 days of the published announcement.

    description:
Statsbygg intends to sign a contract with NanoTemper Technologies for the acquisition of a DLS instrument, protein stability, for the Life Sciences Building. We intend to purchase a DLS instrument that is a capillary-based instrument for the analysis of protein stability, and protein aggregation using a combination of differential scanning fluorimetry (DSF), dynamic light scattering (DLS) and static light scattering (SLS) of native proteins as principles of detection. The instrument must be an all-in-one, table-top model, and not exceed w400 x d600 x h550 mm in size due to space restrictions. The instrument must be able to do the particle size analysis measurements simultaneously, immediately followed by the thermal analysis on the same sample in the same experiment.Among other things, we are researching the thermal stability of proteins and protein complexes, and the ability to analyze such samples at equilibrium in a flow-free environment that does not require immobilization, fluorescent labeling, or the use of external fluorescent reporters is a key function that the equipment must satisfy. It is also essential that the system can measure many samples in series, with high sensitivity, and with minimal use of material per sample.Through professional expertise in the laboratory, as well as research done online, we find that Prometheus Panta is the only system with the following characteristics:Can do differential scanning fluorimetry (DSF), dynamic light scattering (DLS) and static light scattering (SLS) of native proteins as principles of detection in the same instrument. Is an instrument that is an all-in-one, table-top model, not exceeding the size limitation. The instrument can do the particle size analysis measurements simultaneously, immediately followed by the thermal analysis on the same sample in the same experiment. Can measure samples in very small volumes, using very small amounts of samples. See Appendix 4.0 Requirements DLS Equipment K930.22 specification for more information on absolute requirements.Send an e-mail to [email protected] to receive the Appendix 4.0 Requirements document.Summary:Given our technical requirements and needs, including in the attached requirement specification, the information we have and the investigations that have been carried out, to the best of our knowledge only Nanotemper technologies meets the requirements and can therefore, for technical reasons, deliver the service. The conditions in FOA § 13-4 (b) are deemed to be met. Any objections must be reported via e-mail to [email protected] within 10 days of the published announcement.

    description:

For additional information about the current plagiarism detection system please visit: https://sikt.no/tjenester/plagiatkontroll (Norwegian).

    description:

See appendix 1 for more information.

    description:

How an AI agent should use this page

Ground rule: Navigate with HTML GET links to keep explanations and relationships. Use the page's JSON alternative only when concrete values must be extracted, compared or computed.

How to use the search_doffin lookup

  1. Replace the placeholders in the HTML GET template; remove optional parameters you do not need.
  2. Check types, units, limits and ID formats in the parameter table.
  3. Follow linked results to canonical pages before combining sources.

Misreading to avoid: An empty list means "no results for this lookup". An error message or unavailable source does not mean the data does not exist.

Source-specific next step

Go to the source page for other operations. Use the JSON template only after the HTML result shows that the parameters and source are correct.
