| Parameter | Requirement | JSON type | Description |
|---|---|---|---|
query | optional | string | Free-text search (Norwegian or English), e.g. "IT-drift", "snørydding", "rammeavtale konsulent". Start here. |
types | optional | union | Filter by notice type. Parent types: PLANNING, COMPETITION, RESULT. Specific types: ANNOUNCEMENT_OF_COMPETITION, DYNAMIC_PURCHASING_SCHEME, QUALIFICATION_SCHEME, ANNOUNCEMENT_OF_INTENT, PRE_ANNOUNCEMENT, ADVISORY_NOTICE, NOTICE_ON_BUYER_PROFILE, ANNOUNCEMENT_OF_CONCLUSION_OF_CONTRACT, CHANGE_OF_CONCLUSION_OF_CONTRACT, CANCELLED_OR_MISSING_CONCLUSION_OF_CONTRACT. Use ["COMPETITION"] + statuses=["ACTIVE"] for open tenders. |
statuses | optional | union | ACTIVE (open for bids), EXPIRED, AWARDED, CANCELLED. |
contract_nature | optional | union | WORKS, SERVICES and/or SUPPLIES. |
cpv_codes | optional | union | 8-digit CPV codes, e.g. ["45000000"]. Matches the code and its children. Find codes with search_cpv_codes(). Best combined with a free-text query. |
locations | optional | union | NUTS-style location ids, e.g. ["NO060"] (Trøndelag), or "anyw" for non-location-bound. See list_location_codes(). |
buyer | optional | union | Buyer organization full name(s) exactly as written on notices, e.g. ["Trondheim kommune"]. Resolved to Doffin's internal buyer id via a free-text lookup; names that match no buyer are reported in "note" and, if none match, no results are returned (rather than an unfiltered search). Pass the 32-hex buyer id from a result's buyer field directly to skip the lookup. |
winner | optional | union | Doffin's internal supplier id (32-hex). Winner names cannot be used - they are not present in search results to resolve against. |
date_from | optional | union | Publication date lower bound, "YYYY-MM-DD". |
date_to | optional | union | Publication date upper bound, "YYYY-MM-DD". |
sort_by | optional | string | RELEVANCE (default), PUBLICATION_DATE_DESC, PUBLICATION_DATE_ASC, DEADLINE, ESTIMATED_VALUE_ASC, ESTIMATED_VALUE_DESC. |
page | optional | integer | 1-based page number. |
hits_per_page | optional | integer | 1-50 (default 10). |
include_placeholders | optional | boolean | By default, hits whose buyer fields look like unfilled eForm template values (org id 123456789, placeholder buyer names) are dropped from the results as junk. Set True to keep them, each flagged with "possible_placeholder": true. |
limit | optional | integer | Gateway page size; default 25, maximum 100. |
offset | optional | integer | Number of list items to skip; default 0. |

- Development services for minimally invasive glaucoma surgery (MIGS) device
- description:
- We are seeking quotes for the development and manufacturing of a multi-lumen stent intended for minimally invasive glaucoma surgery (MIGS). The device is designed to lower intraocular pressure (IOP), a key factor in the progression of glaucoma, with the ability to regulate pressure post insertion. The development scope, estimated to about 2 years of development, includes optimizing the stent design using in silico modeling, prototyping, and in vitro testing with ocular models and extracted pig eyes. Manufacturing will involve precision techniques such as microscale injection molding and extrusion, ensuring the production of a batch that meets the standards for preclinical testing. Approximately 100 units are planned for manufacturing to support the initial in vitro testing and a preclinical efficacy study in pigs.

- Knowledge Mapping and Strengthening Civil Society
- description:
- Civil society is seen as a key feature of any democratic social order and, therefore, a strong and multifaceted civil society, based on fundamental Human Rights, is a goal in its own right . This view is widely held and can, among other places, be found in Norad’s Support to Civil Society Guiding Principles . The Guiding Principles defines civil society as “an arena where people come together to promote interests and needs on behalf of themselves and others, challenge powerholders, and influence political debates.” Norad manages approximately NOK 2.5 billion annually over chapter post 170.70 in the Norwegian National Budget, dedicated to strengthening civil society in ODA-recipient countries. To inform and shape Norad’s long-term grant management structure, as well as Norad’s advice to the Norwegian MFA, Norad needs an up-to-date and solid knowledge mapping of effective approaches to strengthening civil society in ODA-recipient countries. The Norwegian National Budget 2024-25 states that the priorities for the chapter post 170.70 are: Support to civil society shall contribute to lasting social change based on human rights and democratic principles of the rule of law. The local networks of civil society organizations are central for driving changes based on popular support and for building resilient communities. Such communities provide greater resilience to confront the social, political, and economic consequences of existing and new crises, as well as increased geopolitical tensions (own translation). The objective of this assignment is to update Norad’s knowledge base on relevant, effective approaches to strengthening civil society in ODA-recipient countries. The overarching goal is to improve the quality and effectiveness of Norway’s support to civil society. Norad may exercise an option to include phase 2 of the assignment which includes analysis. The objective of a potential phase 2 is to produce an updated theory of change for Norad’s support to civil so

- Declaration of intent - development of a flight test/demonstration program of zero- and low-emission aircraft
- description:
- Avinor AS and Civil Aviation Authority Norway (CAA Norway) intend to enter into a Letter of Intent (LoI) with Bristow Norway and Beta Technologies for the development of a flight test/demonstration program of zero- and low-emission aircraft. The purpose of the agreement is to develop solutions and knowledge related to future aircraft and requirements for airport operations/infrastructure, as well as conducting safe and efficient trials of new technology for regulatory learning and development within all relevant areas of aviation. Flights utilizing a battery-electric aircraft are estimated to take place after summer of 2025. Avinor’s objective is to facilitate and support testing and demonstration of zero- and low-emission aircraft, airspace and operational development to gain more knowledge about new technologies, facilitation needs and explore their practical applications. CAA Norway's main objective is to contribute to safe, societally beneficial, and sustainable aviation. As an aviation authority, CAA Norway, in collaboration with EASA, will contribute to regulatory facilitation and learning. The purpose is to enable safe testing and phasing in of new technologies in an ecosystem. It will also enable the regulators to identify the need for regulatory changes and to ensure that approval and certification processes are well prepared and can be carried out efficiently. The agreement is intended to accelerate the transition towards zero- and low-emission aviation and is part of the Avinor and CAA Norway collaboration to establish Norway as an international test arena for zero- and low-emission aircraft. Data and knowledge sharing is a key element of the agreement, and the activities will contribute to knowledge for the entire aviation ecosystem. The joint results of the research/development under the agreement will not be exclusive to the contracting parties, and in addition the financial burden is split between the parties. If a subsequent development phase provides a basis for it, the letter of intent will be replaced by a binding project agreement. Based on the above, the agreement is considered a research and development contract and is therefore exempt from the procurement regulation, cf. the Supply Regulations section 2-5. Any objections to the agreement should be submitted within 26.11.2024. For more information, se Tendsign: https://tendsign.no/supplier/index.aspx

- Upgrade of Traction Converters (PEC Modules) in FLIRT Trainsets
- description:
- Norske tog AS owns and manages a fleet of FLIRT trainsets (types 74, 75, and 76) delivered by Stadler Rail between 2012 and 2023. Most of the fleet (types 74 and 75) uses traction converters with PEC2 microprocessor cards from ABB/Hitachi, which have been declared end-of-life as of 31 December 2023. This will gradually reduce repair and spare part availability, increasing the risk of operational disruptions and higher maintenance costs. The newer type 76 trainsets use PEC3 modules, which are not considered critical for replacement at this time. The PEC module is a key component of the traction converter, controlling power delivery to the trains traction motors and auxiliary systems. The design and software are proprietary to ABB/Hitachi, and the vehicle control system can only be modified by Stadler. Any upgrade must ensure full compatibility with existing systems and safety requirements. Norske tog is considering a fleet-wide upgrade from PEC2 to a newer platform (e.g., PEC4) to ensure long-term reliability and cost-effectiveness. While we believe this may be a task best suited for the original manufacturer or supplier, Norwegian procurement regulations require us to investigate whether alternative suppliers or solutions exist. This RFI is for information gathering only. All input will be considered in the further planning process.

Statsbygg intends to sign a contract with NanoTemper Technologies for the acquisition of a MST instrument, intrinsic tryptophan fluorescence, for the Life Sciences Building. We intend to purchase an MST instrument that is a capillary-based instrument for the analysis of molecular interactions using a combination of microscale thermophoresis (MST) and spectral shift with fluorescently labeled molecules as the principle of detection. The instrument must be an all-in-one, table-top model, and not exceed w400 x d600 x h550 mm in size due to space restrictions. The instrument must be able to measure both modalities in the same experiment on the same sample. We are researching, among other things, protein-protein and protein-ligand interactions, and the ability to analyze such interactions at equilibrium in a flow-free environment that does not require protein immobilization is a key feature that the equipment must satisfy. It is also essential that the system can measure many samples in series, in solution and with minimal use of material per sample. Through professional expertise in the laboratory, as well as research done online, we find that Monolith X is the only system with the following characteristics:Can do a combination of microscale thermophoresis (MST) and spectral shift with fluorescently labeled molecules as the principle of detection in the same instrument. Is an instrument that is an all-in-one, table-top model, not exceeding the size limitation. The Instrument can measure real-time changes in fluorescence intensity upon binding of ligand to the labeled protein while simultaneously changing the temperature of the sample (modality: microscale thermophoresis, MST).The instrument can measure real-time changes in fluorescence emission spectrum upon binding of ligand to the labeled protein as a result of a change in the fluorophore's emission spectrum (modality: spectral shift). The instrument can measure both modalities in the same experiment on the same sample. Can measure samples in very small volumes, using very small amounts of samples. See Appendix 4.0 Requirements MST Instrument K930.22 specification for more information on absolute requirements.Send an e-mail to [email protected] to receive the 4.0 Requirements MST Instrument K930.22 document. Summary:Given our technical requirements and needs, including in the attached requirement specification, the information we have and the investigations that have been carried out, to the best of our knowledge only Nanotemper technologies meets the requirements and can therefore, for technical reasons, deliver the service. The conditions in FOA § 13-4 (b) are deemed to be met. Any objections must be reported via e-mail to [email protected] within 10 days of the published announcement.

- RFI – Service life extension of trams for Gråkallbanen, Trondheim
- description:
- The purpose of this Prior Information Notice is to inform the market and to initiate dialogue with economic operators regarding possible approaches to life‑extension of the existing tram fleet. The contracting authority wishes to gain insight into technical feasibility, risks, and suitable procurement strategies before deciding on the next steps. The County Council of Trøndelag is interested in dialogue with companies that can either: perform an independent evaluation of the feasibility of extending the service life of the vehicles; and/or carry out refurbishment and life‑extension work to the vehicles. Key technical areas of interest include, but are not limited to, DC electrical control systems (chopper technology) and mechanical components such as gearboxes and drivetrain elements. The County Council of Trøndelag (Trøndelag fylkeskommune) has initiated a project to assess the possibility of extending the service life of the trams operating on the Gråkallbanen tramway in Trondheim. The trams were manufactured by Linke‑Hofmann‑Busch (LHB) and delivered in the period 1984–1985. Of the eleven trams originally delivered, six vehicles remain in operation and are included in the scope of this assessment. Gråkallbanen is operated by Boreal Bane AS, which is also the owner of the vehicles and responsible for maintenance. Boreal has carried out a technical condition assessment of the six operational trams and has presented a preliminary cost estimate and a risk analysis related to a potential life‑extension program. The assessment indicates significant uncertainty regarding feasibility, costs, availability of spare parts, and access to specialized expertise, particularly related to legacy direct‑current (DC) electrical control systems. The initial phase will consist of digital meetings with interested economic operators. The meetings will be used to present the background and challenges of the project and to collect feedback and recommendations regarding feasible technical and commercial solutions. Based on the input received during the market consultation, the project team will assess alternative approaches and decide how to proceed. This assessment will include a comparison between life‑extension of the existing vehicles and the potential procurement of new trams for Trondheim, with the objective of determining the most economically advantageous solution. This Prior Information Notice is for information and market consultation only and does not constitute a call for competition. An original technical data sheet for the LHB trams delivered to Trondheim in 1984–1985 is attached to the information notice. Feedback must be provided by August 7.th 2026.

How an AI agent should use this page
Ground rule: Navigate with HTML GET links to keep explanations and relationships. Use the page's JSON alternative only when concrete values must be extracted, compared or computed.
How to use the search_doffin lookup
- Replace the placeholders in the HTML GET template; remove optional parameters you do not need.
- Check types, units, limits and ID formats in the parameter table.
- Follow linked results to canonical pages before combining sources.
Misreading to avoid: An empty list means "no results for this lookup". An error message or unavailable source does not mean the data does not exist.
Source-specific next step
- Follow the notice ID to the canonical page; use CPV and location codes to narrow broad free-text searches.
Go to the source page for other operations. Use the JSON template only after the HTML result shows that the parameters and source are correct.
