Declaration of intent - development of a flight test/demonstration program of zero- and low-emission aircraft
    description:
Avinor AS and Civil Aviation Authority Norway (CAA Norway) intend to enter into a Letter of Intent (LoI) with Bristow Norway and Beta Technologies for the development of a flight test/demonstration program of zero- and low-emission aircraft. The purpose of the agreement is to develop solutions and knowledge related to future aircraft and requirements for airport operations/infrastructure, as well as conducting safe and efficient trials of new technology for regulatory learning and development within all relevant areas of aviation. Flights utilizing a battery-electric aircraft are estimated to take place after summer of 2025. Avinor’s objective is to facilitate and support testing and demonstration of zero- and low-emission aircraft, airspace and operational development to gain more knowledge about new technologies, facilitation needs and explore their practical applications. CAA Norway's main objective is to contribute to safe, societally beneficial, and sustainable aviation. As an aviation authority, CAA Norway, in collaboration with EASA, will contribute to regulatory facilitation and learning. The purpose is to enable safe testing and phasing in of new technologies in an ecosystem. It will also enable the regulators to identify the need for regulatory changes and to ensure that approval and certification processes are well prepared and can be carried out efficiently. The agreement is intended to accelerate the transition towards zero- and low-emission aviation and is part of the Avinor and CAA Norway collaboration to establish Norway as an international test arena for zero- and low-emission aircraft. Data and knowledge sharing is a key element of the agreement, and the activities will contribute to knowledge for the entire aviation ecosystem. The joint results of the research/development under the agreement will not be exclusive to the contracting parties, and in addition the financial burden is split between the parties. If a subsequent development phase provides a basis for it, the letter of intent will be replaced by a binding project agreement. Based on the above, the agreement is considered a research and development contract and is therefore exempt from the procurement regulation, cf. the Supply Regulations section 2-5. Any objections to the agreement should be submitted within 26.11.2024. For more information, se Tendsign: https://tendsign.no/supplier/index.aspx

The Guiding Principles defines civil society as “an arena where people come together to promote interests and needs on behalf of themselves and others, challenge powerholders, and influence political debates.” Norad manages approximately NOK 2.5 billion annually over chapter post 170.70 in the Norwegian National Budget, dedicated to strengthening civil society in ODA-recipient countries. To inform and shape Norad’s long-term grant management structure, as well as Norad’s advice to the Norwegian MFA, Norad needs an up-to-date and solid knowledge mapping of effective approaches to strengthening civil society in ODA-recipient countries. The Norwegian National Budget 2024-25 states that the priorities for the chapter post 170.70 are: Support to civil society shall contribute to lasting social change based on human rights and democratic principles of the rule of law. The local networks of civil society organizations are central for driving changes based on popular support and for building resilient communities. Such communities provide greater resilience to confront the social, political, and economic consequences of existing and new crises, as well as increased geopolitical tensions (own translation). The objective of this assignment is to update Norad’s knowledge base on relevant, effective approaches to strengthening civil society in ODA-recipient countries. The overarching goal is to improve the quality and effectiveness of Norway’s support to civil society. Norad may exercise an option to include phase 2 of the assignment which includes analysis. The objective of a potential phase 2 is to produce an updated theory of change for Norad’s support to civil so

Step 1 - Prequalification for procurement of "Software for Leakage Reduction and Sewerage System Outflow in Municipality of Trondheim"
    description:
Trondheim Municipality, hereinafter referred to as the contracting authority, invites tenders for a contract in the project "Software for Leakage Reduction and Sewerage System Outflow in Municipality of Trondheim".Trondheim Municipality hereby announces that the competition is cancelled, cf. the Public Procurement Regulations § 21-4.In this competition, the contracting authority has set a qualification requirement that tenderers must have their tax and VAT matters in order, with an associated documentation requirement for the submission of an ordinary tax certificate and an extended tax certificate.During the pre-qualification process, it has become clear that the requirement to obtain an "extended tax certificate" creates challenges for foreign suppliers, as the companies must be established as a Norwegian registered foreign business (NUF).As the documentation requirement is currently formulated, foreign suppliers who have not established a NUF will, in reality, not have the opportunity to fully document that they meet the qualification requirement in the manner we have described. Alternative ways for foreign tenderers to document this have also not been specified. This is unfortunate and contributes to an unnecessary restriction of competition, without being required to achieve the purpose of the requirement. We therefore consider the requirement to be disproportionate and that it poses a risk of breaching the fundamental principles of the procurement regulations, particularly the principles of proportionality and equal treatment. It is not possible to change the documentation requirements for a qualification requirement at this time, as this would be a significant change that could affect the outcome of the competition. If the contracting authority must amend the tender documentation, and this cannot be done without making significant changes, the contracting authority will have a duty to cancel the competition. The contracting authority will make adjustments to the qualification requirement and then republish the competition shortly.

RFI - Unified News Workflow in NRK
    description:
As part of an ongoing initiative to enhance the workflow for producing and publishing news content, NRK is engaging with the market to understand what existing software and hardware solutions could form part of a unified news workflow to help journalists achieve NRK’s strategic goals. Given the broad range of needs across news production, it is unlikely that a single solution can address them all. NRK is therefore interested in exploring how multiple systems can be combined to meet the overall needs of the organisation.NRK is interested in exploring how existing products may contribute to a future news workflow, whether by complementing existing systems, replacing specific capabilities or enabling new ways of working. The aim is to understand what capabilities are available in the market, which needs they address, and how they could form part of a broader portfolio of tools and services. No decisions have been made regarding the final composition of the portfolio. Any subsequent procurement processes will be announced through official channels. This is an initial market exploration intended to identify relevant existing products, with low effort required from both NRK and participating vendors. At this stage, vendors are only expected to review this document and complete a brief response form. The response deadline is 12 November 2026.

Knowledge Mapping and Strengthening Civil Society
    description:
Civil society is seen as a key feature of any democratic social order and, therefore, a strong and multifaceted civil society, based on fundamental Human Rights, is a goal in its own right . This view is widely held and can, among other places, be found in Norad’s Support to Civil Society Guiding Principles .

The contracting authority will make adjustments to the qualification requirement and then republish the competition shortly.

    description:

How an AI agent should use this page

Ground rule: Navigate with HTML GET links to keep explanations and relationships. Use the page's JSON alternative only when concrete values must be extracted, compared or computed.

How to use the search_doffin lookup

  1. Replace the placeholders in the HTML GET template; remove optional parameters you do not need.
  2. Check types, units, limits and ID formats in the parameter table.
  3. Follow linked results to canonical pages before combining sources.

Misreading to avoid: An empty list means "no results for this lookup". An error message or unavailable source does not mean the data does not exist.

Source-specific next step

Go to the source page for other operations. Use the JSON template only after the HTML result shows that the parameters and source are correct.
