| Parameter | Requirement | JSON type | Description |
|---|---|---|---|
query | optional | string | Free-text search (Norwegian or English), e.g. "IT-drift", "snørydding", "rammeavtale konsulent". Start here. |
types | optional | union | Filter by notice type. Parent types: PLANNING, COMPETITION, RESULT. Specific types: ANNOUNCEMENT_OF_COMPETITION, DYNAMIC_PURCHASING_SCHEME, QUALIFICATION_SCHEME, ANNOUNCEMENT_OF_INTENT, PRE_ANNOUNCEMENT, ADVISORY_NOTICE, NOTICE_ON_BUYER_PROFILE, ANNOUNCEMENT_OF_CONCLUSION_OF_CONTRACT, CHANGE_OF_CONCLUSION_OF_CONTRACT, CANCELLED_OR_MISSING_CONCLUSION_OF_CONTRACT. Use ["COMPETITION"] + statuses=["ACTIVE"] for open tenders. |
statuses | optional | union | ACTIVE (open for bids), EXPIRED, AWARDED, CANCELLED. |
contract_nature | optional | union | WORKS, SERVICES and/or SUPPLIES. |
cpv_codes | optional | union | 8-digit CPV codes, e.g. ["45000000"]. Matches the code and its children. Find codes with search_cpv_codes(). Best combined with a free-text query. |
locations | optional | union | NUTS-style location ids, e.g. ["NO060"] (Trøndelag), or "anyw" for non-location-bound. See list_location_codes(). |
buyer | optional | union | Buyer organization full name(s) exactly as written on notices, e.g. ["Trondheim kommune"]. Resolved to Doffin's internal buyer id via a free-text lookup; names that match no buyer are reported in "note" and, if none match, no results are returned (rather than an unfiltered search). Pass the 32-hex buyer id from a result's buyer field directly to skip the lookup. |
winner | optional | union | Doffin's internal supplier id (32-hex). Winner names cannot be used - they are not present in search results to resolve against. |
date_from | optional | union | Publication date lower bound, "YYYY-MM-DD". |
date_to | optional | union | Publication date upper bound, "YYYY-MM-DD". |
sort_by | optional | string | RELEVANCE (default), PUBLICATION_DATE_DESC, PUBLICATION_DATE_ASC, DEADLINE, ESTIMATED_VALUE_ASC, ESTIMATED_VALUE_DESC. |
page | optional | integer | 1-based page number. |
hits_per_page | optional | integer | 1-50 (default 10). |
include_placeholders | optional | boolean | By default, hits whose buyer fields look like unfilled eForm template values (org id 123456789, placeholder buyer names) are dropped from the results as junk. Set True to keep them, each flagged with "possible_placeholder": true. |
limit | optional | integer | Gateway page size; default 25, maximum 100. |
offset | optional | integer | Number of list items to skip; default 0. |

- The purpose of the procurement process is to cover the Procuring Entity’s need for third rail components for the Oslo Metro network. As most of the purchases and planned maintenance/overhaul projects are financed by Public Authorities, it is a bit difficult to be too specific of the amount to be bought over the period of this frame-agreement, therefore it could be more than expected as of today. Due to the Covid-19 situation, the budget plans are a bit delayed so there will be earlier volumes following contract signing, but planned volumes as of now is the following: New track from Majorstua to Fornebu (Fornebubanen) planned purchase 2024-2026: 20 300 metres. Historically, the Procuring Entity has purchased third rail components for between EUR 500.000- 1.000.000, - annually on average. The value may differ from year to year. - The purpose of establishing the framework agreements is to ensure that Norad has easily-available access to consultancy services whereby the Supplier will perform organisational assessments and integrity due diligences of Norads grant recipients/applicants. Norad has a need to carry out assessments of its grant recipients, including potential grant recipients, on a regular basis. The main objectives are to assess added value, cost effectiveness and financial management, and their achievement of results. While most of the organisational assessments and integrity due diligence will focus on one grant recipient/applicant only, others will be performed as comparative assessments with more than one grant recipient/applicant as the subject. Most call-offs will be either integrity due diligence or organisational assessments focusing on a limited set of organisational aspects. - Framework agreements for organisational assessments and integrity due diligence
- description:
- The purpose of establishing the framework agreements is to ensure that Norad has easily-available access to consultancy services whereby the Supplier will perform organisational assessments and integrity due diligences of Norad’s grant recipients/applicants. When required, Norad may also request more comprehensive organisational assessments covering a broader spectrum of aspects.

- Sporveien is working with the establishment of a new signalling system (CBTC- Communication Based Train Control) for Oslo Metro. The system is based on radio communication between a CBTC central and the trains. Sporveien is evaluating two alternatives for the datalink, Wi-Fi datalink delivered by the CBTC (signalling) supplier or 4G LTE datalink delivered as a service to the CBTC supplier by commercial mobile operators. There will be high availability requirements for the datalink service, which will be solved by operating two independent networks in parallel. The main purpose of this RFI process is to discuss the 4G LTE alternative. In a possible future procurement process regarding 4G LTE service contracts, the competition will only be open for mobile network operators (MNO) and national autonomy will be imperative. - description:
- Eidsiva Bioenergi AS and Sesam Ressurs AS are in the process of assessing the construction of two potential new waste treatment facilities located at Trehørningen, Hamar, and Trondheim region, respectively. The two facilities will process both municipal solid waste (MSW) and bulky waste as per the specifications in the Invitation to Request for Information (RFI) document. Due to similarities between the two projects, as well as optimization of the market’s use of resources, Eidsiva Bioenergi and Sesam Ressurs jointly conduct this RFI process.Eidsiva Bioenergi AS is a district heating company based in Innlandet county, located in the southeastern inland of Norway. The company is part of the Eidsiva Group, which also owns Elvia, Norway’s largest power grid company. Eidsiva Bioenergi owns and operates several bio-based district heating plants across the region. Additionally, the company owns and operates the Trehørningen waste-to-energy plant, situated close to Hamar, approximately 140 kilometers north of Oslo. Since its commission in 2011, the Trehørningen facility has processed approximately 80,000 tons of waste annually, sourced from both local inter-municipal companies and private waste management operators.Eidsiva Bioenergi is dedicated to significantly contributing to the green transition and reducing carbon emissions by implementing sustainable practices throughout its operations and value chains.A Request for Quotation (RFQ) for process technology for a new waste sorting facility is anticipated to be issued in fall 2025, or at the latest, in the first half of spring 2026.Sesam Ressurs AS is located in Central Norway and is owned by 7 public waste management companies in the region, in total representing 53 municipalities and approximately 600 000 inhabitants. Sesam plans to establish a mixed waste sorting facility to sort mixed plastic, magnetic, and non-magnetic metals from the residual waste, and potentially other materials which may be sent to material recycling. A Request for Quotation (RFQ) for process technology for a new waste sorting facility for Sesam is anticipated to be issued in 2026/2027.

- Improvement and updates of the analytical tools for Norad´s Clean Energy Portfolio
- description:
- The study will conduct a literature review and knowledge compilation of available research, evaluations, and reviews to refine the analytical knowledge base for Norad’s energy portfolio management. The Clean Energy portfolio aims to achieve increased access to affordable, clean energy and strengthened public management, to ensure economic and social development. Clean energy is supported through Norad, Norfund and the Embassies. Norad and the Embassies provide grant support. Norfund is funded over the state budget and provides risk-willing capital for business development in the form of equity, loans and guarantees. Total annual budget allocations for clean energy have fluctuated between 0.5 and 2.0 BNOK per year. Norad has recently (since 2022-23) adopted a more comprehensive portfolio management approach to clean energy interventions. The approach intends to achieve more efficient use of development cooperation funding and better coordination (synergies) of interventions supported through different channels. This is achieved through scorecard benchmarking of programmes and projects, aggregated reporting of results, as well as active coordination with the energy activities of Norfund and the Embassies. The portfolio management will be supported by long term investment planning and analytical tools such as Theory of Change (ToC), Knowledge Plans, and Result Management Plans at portfolio level. The analytical tools and knowledge base is currently under development, and will be subject to constant revision and refinement, factoring in also broader contextual changes.

- Procurement of end-user screening tools for the Norwegian Agency for Export Control and Sanctions (DEKSA)
- description:
- The control of exports of goods, services and technology subject to export licences requires thorough assessments of end users to prevent misuse or diversion to undesirable actors. DEKSA therefore needs a screening tool that can systematically and comprehensively provide relevant information about end-users, as part of the decision-making basis in case processing. The screening tool must be able to identify and present information about entities that DEKSA needs to investigate in connection with case processing. This can be any identifiable entity - for example, a person, a company, a government institution, a ship or a physical address. Such an investigation may also include links between the declared end-user, distributors, intermediaries and other entities, as well as links to goods and technology with possible dual-use. The investigations may include several links in the supply chain.

Contract duration will be four years with options for prolongation for two + two years.

- RFI - Datalink
- description:

How an AI agent should use this page
Ground rule: Navigate with HTML GET links to keep explanations and relationships. Use the page's JSON alternative only when concrete values must be extracted, compared or computed.
How to use the search_doffin lookup
- Replace the placeholders in the HTML GET template; remove optional parameters you do not need.
- Check types, units, limits and ID formats in the parameter table.
- Follow linked results to canonical pages before combining sources.
Misreading to avoid: An empty list means "no results for this lookup". An error message or unavailable source does not mean the data does not exist.
Source-specific next step
- Follow the notice ID to the canonical page; use CPV and location codes to narrow broad free-text searches.
Go to the source page for other operations. Use the JSON template only after the HTML result shows that the parameters and source are correct.
