| Parameter | Requirement | JSON type | Description |
|---|---|---|---|
query | optional | string | Free-text search (Norwegian or English), e.g. "IT-drift", "snørydding", "rammeavtale konsulent". Start here. |
types | optional | union | Filter by notice type. Parent types: PLANNING, COMPETITION, RESULT. Specific types: ANNOUNCEMENT_OF_COMPETITION, DYNAMIC_PURCHASING_SCHEME, QUALIFICATION_SCHEME, ANNOUNCEMENT_OF_INTENT, PRE_ANNOUNCEMENT, ADVISORY_NOTICE, NOTICE_ON_BUYER_PROFILE, ANNOUNCEMENT_OF_CONCLUSION_OF_CONTRACT, CHANGE_OF_CONCLUSION_OF_CONTRACT, CANCELLED_OR_MISSING_CONCLUSION_OF_CONTRACT. Use ["COMPETITION"] + statuses=["ACTIVE"] for open tenders. |
statuses | optional | union | ACTIVE (open for bids), EXPIRED, AWARDED, CANCELLED. |
contract_nature | optional | union | WORKS, SERVICES and/or SUPPLIES. |
cpv_codes | optional | union | 8-digit CPV codes, e.g. ["45000000"]. Matches the code and its children. Find codes with search_cpv_codes(). Best combined with a free-text query. |
locations | optional | union | NUTS-style location ids, e.g. ["NO060"] (Trøndelag), or "anyw" for non-location-bound. See list_location_codes(). |
buyer | optional | union | Buyer organization full name(s) exactly as written on notices, e.g. ["Trondheim kommune"]. Resolved to Doffin's internal buyer id via a free-text lookup; names that match no buyer are reported in "note" and, if none match, no results are returned (rather than an unfiltered search). Pass the 32-hex buyer id from a result's buyer field directly to skip the lookup. |
winner | optional | union | Doffin's internal supplier id (32-hex). Winner names cannot be used - they are not present in search results to resolve against. |
date_from | optional | union | Publication date lower bound, "YYYY-MM-DD". |
date_to | optional | union | Publication date upper bound, "YYYY-MM-DD". |
sort_by | optional | string | RELEVANCE (default), PUBLICATION_DATE_DESC, PUBLICATION_DATE_ASC, DEADLINE, ESTIMATED_VALUE_ASC, ESTIMATED_VALUE_DESC. |
page | optional | integer | 1-based page number. |
hits_per_page | optional | integer | 1-50 (default 10). |
include_placeholders | optional | boolean | By default, hits whose buyer fields look like unfilled eForm template values (org id 123456789, placeholder buyer names) are dropped from the results as junk. Set True to keep them, each flagged with "possible_placeholder": true. |
limit | optional | integer | Gateway page size; default 25, maximum 100. |
offset | optional | integer | Number of list items to skip; default 0. |

- Declaration of intent - development of a flight test/demonstration program of zero- and low-emission aircraft
- description:
- Avinor AS and Civil Aviation Authority Norway (CAA Norway) intend to enter into a Letter of Intent (LoI) with Bristow Norway and Beta Technologies for the development of a flight test/demonstration program of zero- and low-emission aircraft. The purpose of the agreement is to develop solutions and knowledge related to future aircraft and requirements for airport operations/infrastructure, as well as conducting safe and efficient trials of new technology for regulatory learning and development within all relevant areas of aviation. Flights utilizing a battery-electric aircraft are estimated to take place after summer of 2025. Avinor’s objective is to facilitate and support testing and demonstration of zero- and low-emission aircraft, airspace and operational development to gain more knowledge about new technologies, facilitation needs and explore their practical applications. CAA Norway's main objective is to contribute to safe, societally beneficial, and sustainable aviation. As an aviation authority, CAA Norway, in collaboration with EASA, will contribute to regulatory facilitation and learning. The purpose is to enable safe testing and phasing in of new technologies in an ecosystem. It will also enable the regulators to identify the need for regulatory changes and to ensure that approval and certification processes are well prepared and can be carried out efficiently. The agreement is intended to accelerate the transition towards zero- and low-emission aviation and is part of the Avinor and CAA Norway collaboration to establish Norway as an international test arena for zero- and low-emission aircraft. Data and knowledge sharing is a key element of the agreement, and the activities will contribute to knowledge for the entire aviation ecosystem. The joint results of the research/development under the agreement will not be exclusive to the contracting parties, and in addition the financial burden is split between the parties. If a subsequent development phase provides a basis for it, the letter of intent will be replaced by a binding project agreement. Based on the above, the agreement is considered a research and development contract and is therefore exempt from the procurement regulation, cf. the Supply Regulations section 2-5. Any objections to the agreement should be submitted within 26.11.2024. For more information, se Tendsign: https://tendsign.no/supplier/index.aspx

- Improvement and updates of the analytical tools for Norad´s Clean Energy Portfolio
- description:
- The study will conduct a literature review and knowledge compilation of available research, evaluations, and reviews to refine the analytical knowledge base for Norad’s energy portfolio management. The Clean Energy portfolio aims to achieve increased access to affordable, clean energy and strengthened public management, to ensure economic and social development. Clean energy is supported through Norad, Norfund and the Embassies. Norad and the Embassies provide grant support. Norfund is funded over the state budget and provides risk-willing capital for business development in the form of equity, loans and guarantees. Total annual budget allocations for clean energy have fluctuated between 0.5 and 2.0 BNOK per year. Norad has recently (since 2022-23) adopted a more comprehensive portfolio management approach to clean energy interventions. The approach intends to achieve more efficient use of development cooperation funding and better coordination (synergies) of interventions supported through different channels. This is achieved through scorecard benchmarking of programmes and projects, aggregated reporting of results, as well as active coordination with the energy activities of Norfund and the Embassies. The portfolio management will be supported by long term investment planning and analytical tools such as Theory of Change (ToC), Knowledge Plans, and Result Management Plans at portfolio level. The analytical tools and knowledge base is currently under development, and will be subject to constant revision and refinement, factoring in also broader contextual changes.

- Flytoget has decided that new TVMs will be acquired - including hardware and software. Flytoget has a strong need for a supplier who can quickly set new TVM and future changes into production. The supplier must be able to deliver 29 TVMs to replace the TVMs that Flytoget has deployed in the station areas and platforms today. The TVMs have to work in the existing system landscape as well as being scalable with respect to further development. The main objective is to have a fully functional system in place in due time before May 2024. This is very important - especially since the TVMs is a major part of the daily income for the company. It is crucial for Flytoget to obtain a partner who can be innovative and to create great customer journeys together with Flytoget. We prefer that the supplier's team can be present in Oslo to a large extent, being able to work closely with the customer's team. Klikk her https://permalink.mercell.com/202485014.aspx

- Avinor AS - RFI - Demonstration of zero and low emission aircraft suitable for the regional aviation sector
- description:
- Avinor and the Civil Aviation Authority of Norway (CAA Norway) have jointly established the International Test Arena for zero- and low-emission aircraft in Norway. The purpose of the test arena is to accelerate implementation of zero and low emission aviation by reducing barriers for operational testing and demonstration. Through the test arena the parties aim to gain and share knowledge, prepare the aviation ecosystem, and provide a foundation for scaling new technologies. The test arena provides the market with a common point of contact in Avinor and CAA Norway, as well as a joint process from concept development to testing and flight demonstrations. This includes infrastructure, airspace, energy supply, and regulatory facilitation for national and international stakeholders who wish to test and demonstrate zero- and low-emission aircraft in Norway. Avinor will provide relevant infrastructure, airspace, and access to energy, while CAA Norway will offer regulatory facilitation, including a regulatory sandbox. The test arena will, in principle, cover the entire Norwegian airport network and airspace. Specific geographical locations for the establishment of test operations will be decided in dialogue with market participants, based on their needs, as well as assessments of technological maturity and the availability of relevant energy. For further information, please see attachment, attached hereto, or contact; [email protected]

The purpose of this RFI is to (1) inform the market of Avinor ANS forthcoming need of a systems-wide operation monitoring system, (2) gather relevant information to use in the upcoming procurement procedure, (3) to give potential Suppliers an indication of what kind of requirements to expect in the upcoming procurement procedure and (4) assess possibilities for a future partnership with the Supplier for providing the system. We inform Suppliers that our intent is that the answers submitted through this RFI can or will be used as a baseline when creating the requirements in the upcoming procedure.

- Key figures database
- description:
- The purpose of this Request For Information (RFI) is to gather information from vendors regarding available products or potential solutions that can provide the necessary insight to achieve Bane NOR’s business goals. Bane NOR is seeking information about products and experiences that meet their key figures database requirements, including operation, maintenance, and ongoing development. As such Bane NOR is considering the purchase of a "key figures database" tool for estimation purposes. This system would collect historical data from various sources to provide functionality and support for cost and time estimates related to building new railways and estimating the life cycle costs of maintaining railways in Norway.

How an AI agent should use this page
Ground rule: Navigate with HTML GET links to keep explanations and relationships. Use the page's JSON alternative only when concrete values must be extracted, compared or computed.
How to use the search_doffin lookup
- Replace the placeholders in the HTML GET template; remove optional parameters you do not need.
- Check types, units, limits and ID formats in the parameter table.
- Follow linked results to canonical pages before combining sources.
Misreading to avoid: An empty list means "no results for this lookup". An error message or unavailable source does not mean the data does not exist.
Source-specific next step
- Follow the notice ID to the canonical page; use CPV and location codes to narrow broad free-text searches.
Go to the source page for other operations. Use the JSON template only after the HTML result shows that the parameters and source are correct.
