- Step 1 - Prequalification for procurement of "Software for Leakage Reduction and Sewerage System Outflow in Municipality of Trondheim"
- description:
- Trondheim Municipality, hereinafter referred to as the contracting authority, invites tenders for a contract in the project "Software for Leakage Reduction and Sewerage System Outflow in Municipality of Trondheim".Trondheim Municipality hereby announces that the competition is cancelled, cf. the Public Procurement Regulations § 21-4.In this competition, the contracting authority has set a qualification requirement that tenderers must have their tax and VAT matters in order, with an associated documentation requirement for the submission of an ordinary tax certificate and an extended tax certificate.During the pre-qualification process, it has become clear that the requirement to obtain an "extended tax certificate" creates challenges for foreign suppliers, as the companies must be established as a Norwegian registered foreign business (NUF).As the documentation requirement is currently formulated, foreign suppliers who have not established a NUF will, in reality, not have the opportunity to fully document that they meet the qualification requirement in the manner we have described. Alternative ways for foreign tenderers to document this have also not been specified. This is unfortunate and contributes to an unnecessary restriction of competition, without being required to achieve the purpose of the requirement. We therefore consider the requirement to be disproportionate and that it poses a risk of breaching the fundamental principles of the procurement regulations, particularly the principles of proportionality and equal treatment. It is not possible to change the documentation requirements for a qualification requirement at this time, as this would be a significant change that could affect the outcome of the competition. If the contracting authority must amend the tender documentation, and this cannot be done without making significant changes, the contracting authority will have a duty to cancel the competition. The contracting authority will make adjustments to the qualification requirement and then republish the competition shortly.

The Norwegian Public Roads Administration (SVV) is requesting input as we are working on a memorandum regarding the possibilities for charging the vehicles and machinery of our maintenance contractors (and preferably other vehicles and machinery working for SVV) along 10,600 km of national roads. This is being done as part of the implementation of the climate action plan for the Operations and Maintenance Division. The memorandum will form the basis for the strategic work for our future contracts. Operations and maintenance account for a significant portion of the division's greenhouse gas emissions, which are to be reduced by 55% by 2030. We are seeking input related to, among other things, charging infrastructure, charging technology, and the availability and development of electric machinery and vehicles that can be used for the operation and maintenance of the national road network, as well as input on possible business models for charging infrastructure in our maintenance contracts

- Traceability of Chemicals in Plastics and in Plastic Products
- description:
- The Nordic program to reduce plastic pollution 2025-2027 under the Nordic Council of Ministers for the Environment and Climate is administered by the Norwegian Ministry of Climate and Environment. The program is launching a call for tenders for a project on the traceability of chemicals in plastics and plastic products. Chemicals of concern in plastics pose significant challenges for health, the environment and the safe functioning of circular value chains. Effective traceability enables regulators and industry to identify and control chemicals of concern, improve the safety and transparency of recycled plastics, strengthen monitoring, reporting and compliance, support accurate classification and control of plastic-related trade and reduce data gaps and inconsistencies across value chains. There is a need for a consolidated global overview of the methods, approaches, and systems currently used to promote traceability of chemicals in plastics and plastic products along value chains. This project aims to identify practical, implementable and globally relevant options for improving the traceability of chemicals in plastics and in plastic products, providing targeted input to the ongoing Intergovernmental Negotiating Committee (INC) and supporting future plastic treaty implementation. It is also relevant for targets under the Global Framework on Chemicals, GFC, as well as the Stockholm Convention. The project will consolidate and assess existing regulatory, technical and sectoral approaches across major jurisdictions including the EU, USA, China, Brazil, South Africa and selected Middle Eastern countries, and as far as possible seek to translate these into prioritised recommendations for increased transparency. The outcome will be communicated as a publicly available report. Project output should be issued through NordPub according to the guidelines of the Nordic Council of Ministers. See appendix 1 for more information.

- Investigating sustainable sports surface systems in the Nordic countries
- description:
- The Nordic plastic program under the Nordic Council of Ministers for the Environment and Climate is administered by the Norwegian Ministry of Climate and Environment. The Program is launching a call for tenders for a project investigating sustainable sport surface systems. Rubber granules used as infill material on artificial turf fields is a significant source of microplastic pollution, spreading easily from synthetic sport pitches to surrounding areas leading to microplastics ending up in soil, waterways, and eventually in the ocean. The European Union has now adopted regulation that will ban the sale of sport pitch infill containing plastics from 2031. Sport clubs and synthetic sport pitch owners must now adjust to the new regulation. There is however concern that alternative infill or pitch systems are lacking in terms of performance characteristics, shows poor performance in Nordic climate and is more costly than rubber infill. A previous study funded by the Nordic Council of Ministers for the Environment and Climate found the following knowledge gaps: Pitch owners and sport clubs are uncertain about the level of performance and functionality of sustainable alternatives to synthetic sport pitches containing rubber granules in different Nordic conditions. Pitch owners and sport clubs lack knowledge on how to evaluate the environmental impact of the alternative sustainable synthetic sport pitches. Pitch owners and sport clubs lack knowledge on how they can evaluate the investment and lifetime costs of different synthetic sport pitches. The background and project activities foreseen to be executed under this project are further described in appendix 1 to the Contract.

- RFI – Service life extension of trams for Gråkallbanen, Trondheim
- description:
- The purpose of this Prior Information Notice is to inform the market and to initiate dialogue with economic operators regarding possible approaches to life‑extension of the existing tram fleet. The contracting authority wishes to gain insight into technical feasibility, risks, and suitable procurement strategies before deciding on the next steps. The County Council of Trøndelag is interested in dialogue with companies that can either: perform an independent evaluation of the feasibility of extending the service life of the vehicles; and/or carry out refurbishment and life‑extension work to the vehicles. Key technical areas of interest include, but are not limited to, DC electrical control systems (chopper technology) and mechanical components such as gearboxes and drivetrain elements. The County Council of Trøndelag (Trøndelag fylkeskommune) has initiated a project to assess the possibility of extending the service life of the trams operating on the Gråkallbanen tramway in Trondheim. The trams were manufactured by Linke‑Hofmann‑Busch (LHB) and delivered in the period 1984–1985. Of the eleven trams originally delivered, six vehicles remain in operation and are included in the scope of this assessment. Gråkallbanen is operated by Boreal Bane AS, which is also the owner of the vehicles and responsible for maintenance. Boreal has carried out a technical condition assessment of the six operational trams and has presented a preliminary cost estimate and a risk analysis related to a potential life‑extension program. The assessment indicates significant uncertainty regarding feasibility, costs, availability of spare parts, and access to specialized expertise, particularly related to legacy direct‑current (DC) electrical control systems. The initial phase will consist of digital meetings with interested economic operators. The meetings will be used to present the background and challenges of the project and to collect feedback and recommendations regarding feasible technical and commercial solutions. Based on the input received during the market consultation, the project team will assess alternative approaches and decide how to proceed. This assessment will include a comparison between life‑extension of the existing vehicles and the potential procurement of new trams for Trondheim, with the objective of determining the most economically advantageous solution. This Prior Information Notice is for information and market consultation only and does not constitute a call for competition. An original technical data sheet for the LHB trams delivered to Trondheim in 1984–1985 is attached to the information notice. Feedback must be provided by August 7.th 2026.

- Lading av driftsentreprenørenes kjøretøy og maskiner langs riksvegnettet
- description:

How an AI agent should use this page
Ground rule: Navigate with HTML GET links to keep explanations and relationships. Use the page's JSON alternative only when concrete values must be extracted, compared or computed.
How to use the search_doffin lookup
- Replace the placeholders in the HTML GET template; remove optional parameters you do not need.
- Check types, units, limits and ID formats in the parameter table.
- Follow linked results to canonical pages before combining sources.
Misreading to avoid: An empty list means "no results for this lookup". An error message or unavailable source does not mean the data does not exist.
Source-specific next step
- Follow the notice ID to the canonical page; use CPV and location codes to narrow broad free-text searches.
Go to the source page for other operations. Use the JSON template only after the HTML result shows that the parameters and source are correct.
