This view is widely held and can, among other places, be found in Norad’s Support to Civil Society Guiding Principles . The Guiding Principles defines civil society as “an arena where people come together to promote interests and needs on behalf of themselves and others, challenge powerholders, and influence political debates.” Norad manages approximately NOK 2.5 billion annually over chapter post 170.70 in the Norwegian National Budget, dedicated to strengthening civil society in ODA-recipient countries. To inform and shape Norad’s long-term grant management structure, as well as Norad’s advice to the Norwegian MFA, Norad needs an up-to-date and solid knowledge mapping of effective approaches to strengthening civil society in ODA-recipient countries. The Norwegian National Budget 2024-25 states that the priorities for the chapter post 170.70 are: Support to civil society shall contribute to lasting social change based on human rights and democratic principles of the rule of law. The local networks of civil society organizations are central for driving changes based on popular support and for building resilient communities. Such communities provide greater resilience to confront the social, political, and economic consequences of existing and new crises, as well as increased geopolitical tensions (own translation). The objective of this assignment is to update Norad’s knowledge base on relevant, effective approaches to strengthening civil society in ODA-recipient countries. The overarching goal is to improve the quality and effectiveness of Norway’s support to civil society. Norad may exercise an option to include phase 2 of the assignment which includes analysis. The test arena will, in principle, cover the entire Norwegian airport network and airspace. The instrument must be able to measure both modalities in the same experiment on the same sample.We are researching, among other things, protein-protein and protein-ligand interactions, and the ability to analyze such interactions at equilibrium in a flow-free environment that does not require protein immobilization is a key feature that the equipment must satisfy. It is also essential that the system can measure many samples in series, in solution and with minimal use of material per sample. Through professional expertise in the laboratory, as well as research done online, we find that Monolith X is the only system with the following characteristics:Can do a combination of microscale thermophoresis (MST) and spectral shift with fluorescently labeled molecules as the principle of detection in the same instrument.Is an instrument that is an all-in-one, table-top model, not exceeding the size limitation.The Instrument can measure real-time changes in fluorescence intensity upon binding of ligand to the labeled protein while simultaneously changing the temperature of the sample (modality: microscale thermophoresis, MST).The instrument can measure real-time changes in fluorescence emission spectrum upon binding of ligand to the labeled protein as a result of a change in the fluorophore's emission spectrum (modality: spectral shift).The instrument can measure both modalities in the same experiment on the same sample.Can measure samples in very small volumes, using very small amounts of samples. In addition, Sykehusinnkjøp manages approximately 6,500 contracts, 22.000 supplier relations and roughly 160.000 active catalogue products and services.Purpose and scopeThe purpose of this competition is to acquire and implement a new procurement suite/-ecosystem for Sykehusinnkjøp HF as a purchasing central including access for users from the four health regions. The new suite/ecosystem will replace the existing sourcing and contract management systems Mercell MSS and Contiki, some internally developed tools, and introduce new procurement functionality to improve focus, productivity, and consistency. Sykehusinnkjøp HF needs a modern cloud-based procurement platform that to a greater degree automates, digitizes, and streamlines our procurement business processes. In addition 32 customers in the health regions will have options of the duration of the framework agreement. The new procurement suite/ecosystem should therefore cover all the following functional areas as these are strongly interrelated: Category management In-take and portfolio planning and management Risk management Integration to retrieve spend data from existing spend tool. Option on new spend tool. Savings- and value creation Requirements management Sourcing processes Catalogue management Contract management Supplier relation management (SRM) and sustainability (ESG) The enhanced digital procurement ecosystem should cover the functional needs of purchasing central and be perceived as a seamless and efficient tool by its internal and external users. As stated initially, many of our procurement activities are done in close cooperation with personnel from the regional health trusts and our contractors. Sykehusinnkjøp HF has a vision of having an end-to-end digital “procurement” chain where data is easily and transparently exchanged in the digital ecosystem and with the ERP-systems and data warehouse solutions in the health regions. In that context, the Once-only principle is important. Information should only be collected and stored once and then shared onwards as required and approved. The ownership and control of Sykehusinnkjøp data includes not only the ability to access, create, modify, package, derive benefit from or remove data, but also the right to share data and assign privileges to others. At the end of the day, the complete digital procurement suite/ecosystem should lead to a more intelligent work approach that is more logical, easier to use and more efficient than today’s solutions for all users. ValueIn total, the procurement has an estimated value of 55-90 MNOK if the all the options are exercised over a period of 4 years. The maximum value of the framework agreement is estimated to 130 MNOK over the same period and includes procurement, implementation and maintenance for Sykehusinnkjøp HF and all optional customers.

The Guiding Principles defines civil society as “an arena where people come together to promote interests and needs on behalf of themselves and others, challenge powerholders, and influence political debates.” Norad manages approximately NOK 2.5 billion annually over chapter post 170.70 in the Norwegian National Budget, dedicated to strengthening civil society in ODA-recipient countries. To inform and shape Norad’s long-term grant management structure, as well as Norad’s advice to the Norwegian MFA, Norad needs an up-to-date and solid knowledge mapping of effective approaches to strengthening civil society in ODA-recipient countries. The Norwegian National Budget 2024-25 states that the priorities for the chapter post 170.70 are: Support to civil society shall contribute to lasting social change based on human rights and democratic principles of the rule of law. The local networks of civil society organizations are central for driving changes based on popular support and for building resilient communities. Such communities provide greater resilience to confront the social, political, and economic consequences of existing and new crises, as well as increased geopolitical tensions (own translation).
