OSC består av spesialiserte laboratorier med særlig høyspesialisert brukerutstyr, i tillegg skal det etableres kontorbygg og undervisningslokaler for SINTEF og NTNU på Tyholt i Trondheim. Laboratoriene består av våtlaboratorier som havbasseng og sjøgangsbasseng samt tørrlaboratorier som konstruksjons- og motorlaboratorier. Prosjektet har fått oppstartsbevilgning for 2022.
