This view is widely held and can, among other places, be found in Norad’s Support to Civil Society Guiding Principles . The Guiding Principles defines civil society as “an arena where people come together to promote interests and needs on behalf of themselves and others, challenge powerholders, and influence political debates.” Norad manages approximately NOK 2.5 billion annually over chapter post 170.70 in the Norwegian National Budget, dedicated to strengthening civil society in ODA-recipient countries. To inform and shape Norad’s long-term grant management structure, as well as Norad’s advice to the Norwegian MFA, Norad needs an up-to-date and solid knowledge mapping of effective approaches to strengthening civil society in ODA-recipient countries. The Norwegian National Budget 2024-25 states that the priorities for the chapter post 170.70 are: Support to civil society shall contribute to lasting social change based on human rights and democratic principles of the rule of law. The local networks of civil society organizations are central for driving changes based on popular support and for building resilient communities. Such communities provide greater resilience to confront the social, political, and economic consequences of existing and new crises, as well as increased geopolitical tensions (own translation). The objective of this assignment is to update Norad’s knowledge base on relevant, effective approaches to strengthening civil society in ODA-recipient countries. The overarching goal is to improve the quality and effectiveness of Norway’s support to civil society. Norad may exercise an option to include phase 2 of the assignment which includes analysis. The purpose of the procurement is to give advice on market developments and a value assessment of the different crude oil qualities and NGLs to the Secretariat to the Petroleum Price Board (PPB) in the Norwegian Ministry of Energy (the Contracting Authority) This public procurement competition is divided into two lots as described in section 1.3. When there is a need for additional but limited analyses associated with each Lot the service provider must offer and specify an hourly rate for such additional analyses in their tenders, cf. Appendix 3 Tender prices table 2. Any contract that may result from this Competition shall have a duration of 2 years from signing. The contracting authority has the right to extend the framework agreement for a further year at a time up to three times (2+1+1+1) on the same terms and conditions. The contract should start 1. July 2025. The value of the procurement, for both Lots over 5 years, is estimated to a range between NOK 7,0 mill. excl. VAT and NOK 8,0 mill. excl. VAT in total. This estimate is not binding for the Contracting authority. The distribution between crude oil and NGL is assumed to be about 60/40. For further information on the scope and content of the procurement, we refer to appendix 1.

How an AI agent should use this page

Ground rule: Navigate with HTML GET links to keep explanations and relationships. Use the page's JSON alternative only when concrete values must be extracted, compared or computed.

How to use the search_doffin lookup

  1. Replace the placeholders in the HTML GET template; remove optional parameters you do not need.
  2. Check types, units, limits and ID formats in the parameter table.
  3. Follow linked results to canonical pages before combining sources.

Misreading to avoid: An empty list means "no results for this lookup". An error message or unavailable source does not mean the data does not exist.

Source-specific next step

Go to the source page for other operations. Use the JSON template only after the HTML result shows that the parameters and source are correct.
