- Oppdragsgiver, Helse Bergen HF, har til hensikt å foreta en direkte anskaffelse av Bact/Alert 3D Dual-T system fra bioMérieux Norge AS basert på følgende begrunnelse: Oppdragsgivers oppfatning er at bioMérieux er eneste aktøren på markedet som kan levere et system som kan benyttes til testing for sterilitet av både radiofarmaka og celleprodukter med alle nødvendige funksjoner og som oppfyller alle krav. Instrumentet skal brukes til sterilitetskontroll av produkt som produseres i ISO-klassifiserte renrom. Begrunnelsen for direkte anskaffelsen er at Oppdragsgiver etter en grundig faglig evaluering har besluttet at systemet levert av bioMérieux oppfyller best våre krav til denne kvalitetskontrollanalysen. Dette utdypes nedenfor: Systemet må ha mulighet for inkubering av flasker/rør, inokulert med testløsning, både ved temperatur på 22,5 °C (mellom 20-25) og 32,5 °C (30-35), parallelt. Systemet må automatisk detektere hvorvidt vekst har forekommet i flaskene og varsle om dette. Oss bekjent, er det kun Bact/Alert 3D Dual-T som kan innfri dette kravet. Såvidt vi vet så er dette det eneste systemet på markedet som har mulighet for temperaturstyring for inkubering mellom 20 °C og 25 °C, og også mulighet for temperaturstyring i hele temperaturområdet mellom 30 og 35 °C. Denne funksjonen, med temperaturkontroll i begge disse intervallene, og mulighet for å inkubere ved begge temperaturer parallelt, er mulig i systemet Bact/Alert 3D Dual-T, levert av Biomerieux. I renrommene ved PET-senteret og Ex-vivo fasiliteten skal det foregå produksjon av legemidler som skal brukes i behandling av pasienter. Disse avanserte terapiene må gjennom strenge kvalitetskontroll-analyser før de kan frigis til pasientbruk. Det er derfor høyt fokus på at alle instrumenter som benyttes til kvalitetskontrollanalyser er så standardiserte som mulig. De ufravikelige minstekravene for denne anskaffelsen er som følger: Det skal være mulig med temperaturovervåking på 22,5 °C (mellom 20-25) og 32,5 °C (30-35), med parallell inkubasjon av flasker. Det skal være full sporbarhet i systemet og lagring av utførte aktiviteter i minst 10 år (“EU-GMP: the batch documentation must be kept for at least five years after the completion or formal discontinuation of the last clinical trial in which the batch was used.”) Det skal være mulig å ha flere tilgangsnivå til systemet for ulike typer brukere og administratorer. Kontraktene vil inngås uten forutgående konkurransekunngjøring da det etter hva oppdragsgiver kjenner til ikke finnes andre leverandører som kan tilfredsstille kravene på markedet. Hjemmel for anskaffelse uten konkurranse er følgelig forskrift om offentlige anskaffelser § 13-4 første ledd bokstav b andre punkt. Intensjonskunngjøring publiseres etter bestemmelsen i § 21-5. Eventuelle henvendelser på intensjons om kontraktsinngåelse skal rettes til Mathias Høydal Nilsen innen 15.03.2025. Innsigelser på intensjon om kontraktinngåelse på instrumentet skal rettes til Sykehusinnkjøp, ved rådgiver Mathias Høydal Nilsen inne i Mercell.

- Oppdragsgiver, Helse Bergen HF, har til hensikt å foreta en direkte anskaffelse av Bact/Alert 3D Dual-T system fra bioMérieux Norge AS basert på følgende begrunnelse: Oppdragsgivers oppfatning er at bioMérieux er eneste aktøren på markedet som kan levere et system som kan benyttes til testing for sterilitet av både radiofarmaka og celleprodukter med alle nødvendige funksjoner og som oppfyller alle krav. Instrumentet skal brukes til sterilitetskontroll av produkt som produseres i ISO-klassifiserte renrom. Begrunnelsen for direkte anskaffelsen er at Oppdragsgiver etter en grundig faglig evaluering har besluttet at systemet levert av bioMérieux oppfyller best våre krav til denne kvalitetskontrollanalysen. Dette utdypes nedenfor: Systemet må ha mulighet for inkubering av flasker/rør, inokulert med testløsning, både ved temperatur på 22,5 °C (mellom 20-25) og 32,5 °C (30-35), parallelt. Systemet må automatisk detektere hvorvidt vekst har forekommet i flaskene og varsle om dette. Oss bekjent, er det kun Bact/Alert 3D Dual-T som kan innfri dette kravet. Såvidt vi vet så er dette det eneste systemet på markedet som har mulighet for temperaturstyring for inkubering mellom 20 °C og 25 °C, og også mulighet for temperaturstyring i hele temperaturområdet mellom 30 og 35 °C. Denne funksjonen, med temperaturkontroll i begge disse intervallene, og mulighet for å inkubere ved begge temperaturer parallelt, er mulig i systemet Bact/Alert 3D Dual-T, levert av Biomerieux. I renrommene ved PET-senteret og Ex-vivo fasiliteten skal det foregå produksjon av legemidler som skal brukes i behandling av pasienter. Disse avanserte terapiene må gjennom strenge kvalitetskontroll-analyser før de kan frigis til pasientbruk. Det er derfor høyt fokus på at alle instrumenter som benyttes til kvalitetskontrollanalyser er så standardiserte som mulig. De ufravikelige minstekravene for denne anskaffelsen er som følger: Det skal være mulig med temperaturovervåking på 22,5 °C (mellom 20-25) og 32,5 °C (30-35), med parallell inkubasjon av flasker. Det skal være full sporbarhet i systemet og lagring av utførte aktiviteter i minst 10 år (“EU-GMP: the batch documentation must be kept for at least five years after the completion or formal discontinuation of the last clinical trial in which the batch was used.”) Det skal være mulig å ha flere tilgangsnivå til systemet for ulike typer brukere og administratorer. Kontraktene vil inngås uten forutgående konkurransekunngjøring da det etter hva oppdragsgiver kjenner til ikke finnes andre leverandører som kan tilfredsstille kravene på markedet. Hjemmel for anskaffelse uten konkurranse er følgelig forskrift om offentlige anskaffelser § 13-4 første ledd bokstav b andre punkt. Intensjonskunngjøring publiseres etter bestemmelsen i § 21-5.
