  Oppdragsgivaren har vurdert å bruke klima og miljø som tildelingskriterium, men har kome fram til at klima- og miljøomsyn i dette prosjektet vert tekne betre vare på gjennom konkrete krav og rammer for prosjektutviklinga enn gjennom evaluering av tilboda. Anskaffinga gjeld ein samspelsentreprise der sentrale delar av løysinga skal utviklast i fase 1. Klima- og miljøprestasjonen til prosjektet vil difor i stor grad vere avhengig av løysingane som vert utvikla gjennom samspelet mellom oppdragsgivaren og den valde samspelsentreprenøren, og ikkje av forhold som kan evaluerast på ein føremålstenleg måte på tilbodstidspunktet. Oppdragsgivaren har difor valt å stille konkrete klima- og miljøkrav til prosjektet. Krava omfattar mellom anna klimagassutslepp, energiyting, materialval, livsløpskostnader, naturmangfald, endringsdyktigheit og systematisk miljøoppfølging. Klima- og miljøkrava skal leggjast til grunn for prosjektutviklinga i fase 1 og vidareførast som forpliktande rammer for fase 2. Oppdragsgivaren vurderer difor at klima- og miljøomsyna får større faktisk effekt gjennom krava, måla og gjennomføringsmodellen for prosjektet enn ved å bruke klima og miljø som eit eige tildelingskriterium.
