  Oppdragsgiver skal ta hensyn til klima og miljø i alle anskaffelser for å redusere anskaffelsens samlede klimaavtrykk og miljøbelastning. I kunngjøringspliktige anskaffelser der tildelingskriteriene vektes, skal klima- og miljøhensyn som hovedregel vektes med minimum 30 prosent, jf. anskaffelsesloven § 5 b første ledd og andre ledd første punktum. Oppdragsgiver har vurdert at disse kravene vil gi en bedre klima- eller miljøeffekt enn bruk av klima- og miljøhensyn som tildelingskriterium med minimum 30 prosent vekting, jf. anskaffelsesloven § 5 b andre ledd tredje punktum. I denne anskaffelsen har oppdragsgiver besluttet å erstatte klima- og miljøhensyn som tildelingskriterium med bindende klima- og miljøkrav i kravspesifikasjonen. Det faktiske grunnlaget for vurderingen og den nærmere sammenligningen av forventet klima- og miljøeffekt fremgår av vedlegg 6. Vedlegget utgjør oppdragsgivers begrunnelse etter anskaffelsesloven § 5 b andre ledd fjerde punktum.
