  Skien kommune har til hensikt å inngå kontrakt med Norkart AS om levering av et fagsystem for eiendomsskatt, uten forutgående konkurranse. Fagsystemet er en komplett løsning (levert som skytjeneste) med verktøy som støtter alle nødvendige prosesser. Fagsystemet skal integreres med kommunenes økonomisystem og sak/arkivsystem, samt ha automatisk oppdatering av data fra blant annet matrikkelen og andre relevante registre. Fagsystemet skal benyttes online på mobile enheter, og ha mulighet for både å benytte gjeldende takseringsretningslinjer samt mulighet for å benytte Skatteetatens grunnlagsdata. Kommunen har behov for at valgte fagsystem innehar funksjoner for eiendomsskatt for bolig-, fritids- og næringseiendommer, med verktøy som støtter alle nødvendige prosesser fra planlegging/befaring/besiktigelse til utskriving av eiendomsskatten. Skien kommune har undersøkt markedet, blant annet gjennom markedsdialog, og kommet til at det kun er KOMTEK fra Norkart AS som har en komplett løsning som tilfredsstiller kommunens behov. Kontrakt vil bli inngått etter utløpet av innsigelsesfristen, dersom det ikke fremkommer forhold som tilsier at kontrakt ikke kan inngås. Innsigelsesfristen løper frem til fredag 18. september 2026 klokken 12:00. Eventuelle innsigelser mot kontraktsinngåelsen må meldes i Mercell TendSign innen denne fristen.
