  Statsbygg har til hensikt å inngå kontrakt med EM Systemer AS for service, vedlikehold og nødvendige program- og systemoppgraderinger på SD-anlegg levert av EM Systemer AS. Statsbygg har flere anlegg fra EM-systemer på ulike lokasjoner i Norge. Avtalen skal gjelde for eksiterende anlegg da dette ikke er et system Statsbygg skal videreføre. De nyeste anleggene er ca. 6 år. Anleggene vil fases ut over tid, men tidspunkt er ikke fastsatt. I mellomtiden er det nødvendig å kunne gjennomføre nødvendig kontroller, service og vedlikehold på anleggene. Vi vurderer at det ikke er andre leverandører som kan tilby support og vedlikehold på anleggene på grunn av at programmodulene er proprietære. Statsbygg mener at vilkårene for direkte anskaffelse etter FOA § 13 4 bokstav b nr. 2 (tjenester som kun kan leveres av én leverandør av tekniske årsaker) er oppfylt. Karensperiode Oppdragsgiver vil tidligst inngå kontrakt 10 dager etter publisering av denne intensjonskunngjøringen. Eventuelle innsigelser må sendes skriftlig til kontaktpersonen innen karensperiodens utløp. Tilleggsinformasjon Oppdragsgiver forbeholder seg retten til å avlyse prosessen dersom det fremkommer forhold som tilsier at vilkårene for direkte anskaffelse ikke er oppfylt.
