  Konkurransen gjennomføres i henhold til lov om offentlige anskaffelser av 17. juni 2016 nr. 73 (LOA) med tilhørende forskrift av 12. august 2016 nr. 974 (FOA), samt de bestemmelser som fremgår av dette konkurransegrunnlaget. Forhandlinger: Konkurransen gjennomføres som konkurranse med forhandling etter forskriftens del I og III. Ved denne prosedyreformen kan alle interesserte leverandører søke om å bli kvalifisert til å gi tilbud. Det vil kunne skje en første reduksjon av antall kvalifiserte tilbud før forhandlingene på bakgrunn av de oppgitte tildelingskriteriene. Oppdragsgiver planlegger å gjennomføre forhandlinger med en eller flere av leverandørene som inngir tilbud i konkurransen. Forhandlingene vil kunne gjelde alle sider av tilbudene. Utvelgelsen av hvem det vil forhandles med vil bli foretatt etter en vurdering av tildelingskriteriene som er oppgitt i punkt 1.3, med den vektingen som er oppgitt der. Det kan også bli gjennomført reduksjon av antall tilbud underveis i forhandlingene. Tilbyder må derfor inngi sitt beste tilbud, og kan ikke forvente å bli invitert til forhandlinger. Det vil også kunne skje en reduksjon av antall tilbud ifm forhandlingene. Forhandlinger blir ikke gjennomført dersom oppdragsgiver, etter at tilbudene er mottatt, vurderer at forhandlinger ikke er hensiktsmessig. Rettinger/avklaringer gjennomføres ved behov. Oppdragsgiver har til hensikt å gjennomføre forhandlingene onsdag 13.05.2026. Inviterte leverandører bes holde av dagen. Anskaffelsen er kunngjort i DOFFIN- og TED-databasen.
