  Evalueringen baseres på tilbyders oppgaveforståelse - herunder; fremdrifts, gjennomførings- og organisasjonsplan og tilbudt kompetanse og erfaring for nøkkelpersonell. Det er i denne konkurransen ikke stilt krav om 30% vektlegging av klima- og miljøhensyn, jf. FOA § 7- 9. Begrunnelsen for dette, er at det i forkant av konkurransen ble utført en gjennomgang av prosjektets forutsatte miljøytelser, som videre er angitt i kravspesifikasjonen. Gjennomgangen viste at miljøkravene som er innarbeidet i kravspesifikasjonen har høye ambisjoner både til reduksjon av klimagassutslipp, samt andre overordnede krav til prosjektets miljøytelser og krav om miljøvennlige løsninger.
