  Konkurransen gjennomføres i henhold til lov om offentlige anskaffelser av 17. juni 2016 nr. 73 (LOA) med tilhørende forskrift av 12. august 2016 nr. 974 (FOA), samt de bestemmelser som fremgår av dette konkurransegrunnlaget. Konkurransen gjennomføres som Åpen tilbudskonkurranse etter forskriftens Del I og II. Ved denne prosedyreformen kan alle interesserte leverandører levere tilbud. Oppdragsgiver planlegger å tildele kontrakt uten å ha dialog med leverandørene utover å foreta eventuelle avklaringer/korrigeringer. Dialog gjennom forhandlinger kan likevel bli gjennomført dersom oppdragsgiver, etter at tilbudene er mottatt, vurderer det som hensiktsmessig. Dersom oppdragsgiver velger å forhandle vil det skje en første utvelgelse etter en vurdering av tildelingskriteriene som er oppgitt i punkt 2, med den vektingen som er oppgitt der. Det presiseres imidlertid at ingen leverandører kan forvente dialog om sitt tilbud og derfor må levere sitt beste tilbud innenfor tilbudsfristen. Anskaffelsen er kunngjort i DOFFIN-databasen.
