  Digitaliserings- og forvaltningsdepartementet er i ferd med å opprette en ny etat som fra 1. januar 2025 skal ha det samlede ansvaret for å levere digitale tjenester til departementsfellesskapet: Departementenes digitaliseringsorganisasjon (DIO). Det skal etableres en felles IKT-plattform ("Ny Løsning") som skal leveres til de kundene det til enhver tid er besluttet at DIO skal levere tjenester til. Etableringen og innføringen av Ny Løsning vil skje gradvis og antas å pågå over en transisjonsperiode på 2-3 år før eksisterende plattformer er utfaset. Ny Løsning skal baseres på et hybrid løsningsdesign som både kan tilby tjenester fra en dedikert/privat infrastruktur og fra offentlige/allmenne skytjenester. Ny Løsning skal kunne tilby tjenester som tilfredsstiller krav til skjermingsverdige ugraderte informasjonssystemer og andre ugraderte informasjonssystemer. Omfanget av anskaffelsen er todelt: 1) Etablering og tjenesteutsetting av sentral infrastruktur- og plattformdrift, heretter kalt delområde 1; 2) Støtte til transisjonsprosjektet, heretter kalt delområde 2. Begge delområdene inkluderer mulighet for å kjøpe bistand til driftstøtte på eksisterende plattformer i transisjonsperioden for å tilgjengeliggjøre nøkkelpersonell til å bidra i etableringen av Ny Løsning. Anskaffelsen skal resultere i to separate kontrakter, en per delområde.
