  Eksisterende avtale for konkurransegjennomføring og kontraktsadministrasjon utløper i oktober 2023. Det er nødvendig å inngå en ny avtale for å ivareta fremtidige behov for verktøy for konkurransegjennomføring og kontraktsadministrasjon (KGV/KAV), sentralt og lokalt i Arbeids- og velferdsetaten. Anskaffelsen er planlagt å dekke NAVs behov for systemstøtte innen anskaffelser av varer og tjenester på; - Driftsområdet - Hjelpemiddelområdet - Arbeidsmarkedstiltak Et nytt KGV-/KAV verktøy skal bidra til ytterligere effektivisering av anskaffelsesprosessen og avtaleforvaltningen i NAV, samt planleggings- og analysearbeid knyttet til anskaffelsesfunksjonen. Hensikten med denne RFI er å innhente: - Informasjon om potensielle løsninger i markedet, for å kunne avgjøre mulig omfang og avgrensning for å sikre best mulig anskaffelse. - Informasjon for å forberede NAV sine egne leveranser - Kommersiell informasjon for å gjennomføre best mulig anskaffelse med hensyn til rettigheter, ansvar og fordeling av risiko. - Informasjon for å vurdere omfanget av budsjett for anskaffelse og identifisere kostnader Generelt målbilde for systemstøtte innen KGV/KAV Målbildet er at ny løsning skal; - støtte og forbedre den heldigitale anskaffelsesprosessen/avtaleforvaltningen - ha en behovsstruktur som drar nytte av og bygger videre på funksjonalitet og moduler tilsvarende det som ligger i eksisterende løsning - tilrettelegge for mange ulike fagmiljøer og et stort antall individuelle brukere av løsningen I tillegg skal ny løsning; - overføre og gjøre bruk av historiske data fra eksisterende løsning til ny løsning - løfte området for analyse og rapportering - kunne integreres best mulig mot økonomi- og administrative systemer - høyne brukervennlighet for alle og utnytte ressurser på en kostnadseffektiv måte - støtte opp under samhandling i løsningen - implementeres i et strukturert oppstartsprosjekt Markedsundersøkelsen vil foregå frem til ca. midten av mars 2023.
