Hovedprosjektet vil bli lyst ut som en totalentreprise, men det er et ønske om å gjennomføre masseutskifting i sammenheng med det grunnarbeidet som utføres for utbygger av Bymarka. Å benytte samme grunnentreprenør til dette arbeidet vil gjøre det lettere å samarbeide om massebalanse i feltet, noe som gir lavere totalkostnad. Det er også i tiltakshavers interesse å samkjøre legging av mateledninger av vann og avløp. Sprednett internt på kommunens tomt vil inngå som del av senere totalentreprise. Av hensyn til samkjøring av SHA-arbeidet internt i utbyggingsområdet vil det være tidsmessig gunstig for Vestvågøy kommune å se denne masseutskiftingen i sammenheng. Kontrakten vil omfatte trauing av ca 8000 m3 myr, sprenging og forflytting av ca 3000m3 fjell og tilkjøring, utlegging, komprimering av ca 8000m3 sprengsteinsmasser.
