  Corporater er kommunens styrings- og rapporteringsredskap for enkel informasjonsinnhenting og oppfølging av resultatenhetenes tjenesteproduksjon og drift. Løsningen presenterer tjenesteproduksjonen på tjenestenivå og kommunenivå, og brukes til å sammenstille og måle effektivitet og kvalitet. Corporater benyttes som et strategisk planverktøy for ledere til å legge føringer for de lange linjene hva gjelder strategi, målsetning og ressursstyring for hver enhet. Tjenestene som omfattes av vedlikeholdsavtalen er: - Programvedlikehold som inkluderer tilgang til feilrettelser, utbedring og oppgraderinger. - Brukerstøtte. - Driftstøtte til kommunens interne IKT-driftsleverandør ved oppgradering/feilretting. Det skal inngås en avtale basert på Statens standardavtale for IT-anskaffelser, Vedlikeholdsavtalen - Avtale om vedlikehold og service av utstyr og programvare. Avtalen gjelder for hele Bergen kommune. Bergen kommune planlegger å gjennomføre konkurranse om ny IKT-løsning for mål- og resultatstyring. Kontrakten avsluttes når ny kontrakt er tildelt og ny tjeneste er etablert. Oppdragsgiver vil ikke inngå kontrakt før tidligst 10 dager etter at denne kunngjøringen er publisert på Doffin/TED.

  Corporater er en konsernomfattende løsning for strategisk styring og kvalitetsoppfølging. Særlig på områdene knyttet til behandlingsprotokoll for personopplysninger og risikostyring er det nødvendig å sikre stabil tilgang til tjenestene. Som følge av at leverandør har enerett på vedlikehold og lisensutvidelser for programvaren Corporater er det ikke mulig å få inn andre leverandører på denne løsningen. Det anses at vilkårene i § 13-4, bokstav b), alternativ 3 «Anskaffelsen gjelder ytelser som bare en bestemt leverandør kan leverer fordi leverandøren har en enerett, inkludert immaterielle rettigheter» for oppfylt og at det foreligger hjemmel til å foreta en anskaffelse uten konkurranse. Avtalen med Corporater utløper og det er behov for videre vedlikehold og driftsstøtte i en begrenset periode mens det planlegges og gjennomføres ny konkurranse om levering av løsning for mål- og resultatstyring i Bergen kommune. Gjennom ny konkurranse i markedet vil Bergen kommune kunne ta stilling til ny løsning. Et eventuelt systemskifte vil være svært omfattende og det er derfor behov for å gjennomføre en konkurranse med tilstrekkelig tid til planlegging, gjennomføring og etablering av tjenesten. Kontrakten avsluttes når ny kontrakt er tildelt og ny tjeneste er etablert.
