  Eksternt bidrag fra H2 Cluster AS (Den Norske hydrogen klyngen) i Innovasjon Norges eksportprogram Global Growth Hydrogen og CCUS Frankrike Bakgrunn for samarbeid med klyngen: Innovasjon Norge har gjennom mange år bidratt til å etablere klynger som en instans for å bygge sterke økosystemer som kan bidra til innovasjon, vekst og utvikling innen sine respektive områder. Klyngene er viktige partnere for både virkemiddelapparatet og næringslivet for å jobbe med sentrale tema i en nasjonal og internasjonal kontekst. Innovasjon Norge har i mange år etablert og driftet klynger som partner og rådgiver innen internasjonale vekstprogrammer. Det er mange klynger som jobber med hydrogen som fagfelt, men det er kun H2 Cluster som har spesialisert seg på hydrogen og helheten i hydrogen verdikjeden. Et viktig aspekt i å realisere hydrogen som løsning for energiomstilling og lavutslippssamfunnet er sikkerhet relatert til produksjon, distribusjon og bruk av hydrogen. Her har H2 Cluster sammen med utvalgte partnere (Equinor, DNV, Vysus, Gexcon, Norsk energi, Greenstat m.fl) initiert en arbeidsgruppe og et konsept for å jobbe med sikkerhet som et viktig tema for å realisere hydrogenmarkedet nasjonalt og internasjonalt. H2 Cluster er det eneste miljøet i hydrogenøkosystemet som har gjennomført denne kartleggingen og skapt denne arenaen for å samle norsk sikkerhets-kompetanse og aktører innen hydrogen. Arbeidsgruppen jobber også med å promotere den norske verdikjedens arbeid med sikkerhet internasjonalt, blant annet i Tyskland januar 2023, Spania Q2 2023 og Singapore. I forbindelse med Global Growth Hydrogen og CCUS Frankrike programmet ønsker prosjektet å engasjere H2 Cluster for å mobilisere bedrifter til programmet, levere workshops og innhold relatert til den norske hydrogenverdikjeden og dens arbeid med sikkerhet. Prosjektteamet i IN har gjennomført kartlegging om andre relevante aktører kan levere beskrevet sikkerhets leveranse på vegne av partnerskapet og verdikjeden som ønsket ifm. Global Growth Hydrogen og CCUS Frankrike programmet, uten å finne noen. Senior forretningsutvikler for Hydrogen og CCUS, Ivar-Jo Theien er i jevnlig i kontakt med aktørene i bransjen, og har ikke identifisert aktører som kan levere det samme som H2 Cluster. H2 Cluster er unik med sin arbeidsgruppe og initiativ for sikkerhet basert på klyngens partnere, dens rolle som klynge og nettverksaktør for hydrogenverdikjeden, samtidig som de har den nødvendige kompetansen og ressursene. Det er ingen andre aktører som kan samle den norske verdikjeden og strategiske partnere for å promotere den norske hydrogenverdikjeden på sikkerhet i Frankrike. Med bakgrunn i dette vurderer Innovasjon Norge at det kun er H2 Cluster med sin partnerstruktur som kan organisere og levere sikkerhets workshops som del av et Global Growth hydrogen og CCUS program til Frankrike.
