  Behovet for å videreføre avtalen med Karabin er særlig knyttet til det omfang og engasjement SkoleSec- prosjektet har fått siden oppstarten i 2020 i både nasjonale og regionale satsinger, og til de gevinster SkoleSec-prosjektet har oppnådd ved å knytte andre satsinger i regionen Vestland med SkoleSecs satsinger gjennom ressursen fra Karabin. Fagfeltet personvern og informasjonssikkerhet, slik det er organisert og tilrettelagt gjennom KS, har gjennomgått en stor utvikling de siste to årene. Arbeidet med personvernkommisjonens rapport, ny digitaliseringsstrategi for barnehage og skole i tillegg til satsinger i de regionale nettverkene i hele Norge er områder der Karabin har vært med på å utforme, gjennomføre og iverksette tiltak og aktiviteter. I denne prosessen og med bygging av strukturer har Karabin bidratt med både formalkompetanse og erfaringskompetanse som treffer arbeidet med personvern og informasjonssikkerhet presist og målrettet. SkoleSec er en liten prosjektorganisasjon som har hatt som formål å dekke behov skoleeiere og ledere har meldt inn, og i retrospekt burde en vurdering om forlengelse vært gjort på et tidligere tidspunkt. Men med bakgrunn i kompetansen Karabin har stilt til disposisjon for bistanden, den innsikt konsulenten så langt har opparbeidet seg om prosjektet, og den bistanden som til nå er utført, har KS imidlertid vurdert det som uhensiktsmessig å gjennomføre en ny konkurranse, da dette vil sette allerede utførte og pågående arbeider tilbake, både kvalitets- og fremdriftsmessig. Det er derfor nødvendig at bistanden fra Karabin videreføres. En ny konkurranse om det gjenstående bistandsbehovet vil således være av ren illusorisk verdi.
