Det skal inngås en rammeavtale på leveranse, avregning og rapportering av elektrisk kraft for 16 kommuner i Troms og Finnmark. I tillegg skal det gis tilbud på porteføljeforvaltning som en opsjon i konkurransen for de kommuner som ønsker rådgivende forvaltning (porteføljeforvaltning). Levert kraft skal avregnes referert til Nord Pool elspot områdepris NO4. Leverandør skal også overta og avregne eventuelle gjenstående finansielle posisjoner som er opparbeidet hos dagens leverandør.
