Basisspråk det skal tolkes til/fra er norsk. Kommunen tilbyr tjenester til sine innbyggere gjennom hele livsløpet. Behovet for tolke- og oversettelsestjenester kan potensielt oppstå i all samhandling mellom kommune og innbygger. De fleste møter med behov for tolk kan planlegges og gjennomføres innenfor ordinær arbeidstid, men kommunen skal også ivareta akuttfunksjoner, for eksempel innen barnevern og helsetjeneste, hvor behovet for tolk kan oppstå uten forvarsel. Leverandørene skal tilby døgnberedskap. Leverandørene skal tilby en brukervennlig bestillingsløsning for tolke- og oversettelsestjenester. Brukerne av avtalen skal tilbys opplæring i bruk av løsningen. Brukerne skal også tilbys tolkebrukerkurs og evt. annen opplæring som gjør dem i stand til å bestille korrekt tolk til det enkelte oppdrag.
