  På bakgrunn av gjennomført brannteknisk tilstandsvurdering fra 2018 skal Namsos helsehus oppgraderes med hensyn til brannsikring. Namsos kommune ønsker å etablere automatisk brannslukningsanlegg i form av vanntåkeanlegg. Ønsket om vanntåkeanlegg baserer seg på at kapasitet i vannforsyning til bygget ikke rommer etablering av tradisjonelt sprinkelanlegg. Installasjon av brannsikring må gjøres på en institusjon i drift, med minst mulig driftsforstyrrelser. Dette er en utfordring i flere av kommunens eiendommer. Vanntåkeanlegg bruker vesentlig mindre mengde vann enn tradisjonelt sprinkleranlegg, og de bygningsmessige inngrepene er mer beskjedne. Bruk av vanntåkeanlegg er en mulig løsning for så vel Helsehuset som andre bygg i kommunen. Det foreligger imidlertid ikke kjente «preaksepterte» løsninger for etablering av vanntåkeanlegg i institusjon i full drift. Bruk av vanntåkeanlegg til dette formålet er ikke direkte beskrevet som en preakseptert løsning i TEK 17. Prosjektet tar sikte på utvikling av dokumentasjon for TEK 17 sine krav ved løsningene. Monteringen av anlegget i Namsos Helsehus er en del av forsknings og utviklingsprosjektet. Å utvikle standarder for prøving, testing ogresultatkrav slik at man kan dokumentere at vanntåkeanlegget tilfredsstiller kravene i TEK17 for byggets brannklasse, samt å finne løsninger for montering m.v. mens institusjonen er i drift, forutsetter etablering av anlegget i sin helhet på stedet. Namsos kommune har sammen med Grannes VVS AS tatt initiativ til et OFU-prosjekt, med sikte på utvikling av løsning med vanntåke som brannsikring i institusjon i drift. Prosjektet har kvalifisert for midler fra Innovasjon Norge, og skal blant annet gjennomføres i samarbeid med SINTEF. Prosjektet finansieres av partene i fellesskap, og partene har rett til fri benyttelse av prosjektresultatet i egen virksomhet. Kommunen legger til grunn at forholdene som er nevnt over innebærer at denne kontrakten ikke er omfattet av anskaffelsesloven og anskaffelsesforskriften ihht forskriftens §2-5.
