  Denne kunngjøringen gjelder kjøp av 4 stk. Volvo chassis og overflytting av fire eksisterende påbygg til de nye chassiser. Det er Diesel euroklasse 6 chassis på grunn av at dette er kjøretøy som skal gå i Ålesund by. Det er ikke økonomisk forsvarlig å sende kjøretøy fra Spjelkavik til Digerneset for å fylle Biogass hver dag slik infrastrukturen er i dag, da fylleanlegget for biogass drivstoff på Digerneset ikke har blitt påbegynt bygging av ennå. Påbygg står i dag på Scania chassis og er av merket NMT Trailer og Tipp (NTM), det er derfor en nødvendighet at Hydraulikk og sveiseteknikk (HST) og NTM må stå for flytting av påbygg til nye chassis samt innhente den nødvendige dokumentasjon fra Statens Vegvesen for endelig registrering av kjøretøyene. NTM som har levert ÅRIM sine påbygg er deleier i HST. HST er firmaet som tar alt av reparasjoner og service arbeid på NTM påbygg. De har den nødvendige kunnskapen om dagens styringer og hvordan dagens funksjonalitet er for å kunne skifte med optimalt resultat. Grunnlaget for å bruke de gamle påbygg på nye chassis er ønske om gjenbruk av påbygg samt å redusere tidsbruk for levering av kjøretøy til det minimale. Beregnet tid for ombygging estimert til 6-7 uker pr kjøretøy. Ved anskaffelse av totalt nye kjøretøy vil ledetiden kunne komme opp i opptil 2 år. Overflytting av påbygg til nye chassis anses av oppdragsgiver å være umulig til annet type chassis enn Scania. Rettslig vurdering Forskrift om offentlige anskaffelser § 13-4 er hjemmel for gjennomføring av anskaffelse uten konkurranse. Bestemmelsen oppstiller en rekke vilkår, og i denne saken er bokstav b nr.2 aktuell hjemmel: anskaffelsen gjelder ytelser som bare en bestemt leverandør kan levere fordi konkurranse er umulig av tekniske årsaker. Overflytting av påbygg til nye chassis anses av oppdragsgiver å være umulig til annet type chassis enn Volvo per idag.
