  I søknaden Arcticulation er prosjektet Feeding Europe en av hovedsatsingene i kulturhovedstadsåret. Feeding Europe består av ulike delprosjekter der denne kontrakten er et av delprosjektene. I dette prosjektet skal lokale matprodusenter/restauranter/ og andre mataktører i Nordland kartlegges og det skal opprettes nettverk der disse aktørene kan treffes og utvikles. Det er en forutsetning i prosjektet at arbeidet skjer i nært med matfaglinjene på videregående skole og bidrar til å bringe erfaring og kompetanse videre til lærere og elever her. I tillegg vil elever fra andre studieretninger kunne kobles på der det er relevant. Prosjektet skal inn som en del av grunnlaget for undervisningsopplegget for VGS i årene fram mot 2024 og videre deretter. I kulturhovedstadsåret skal nettverket i samarbeide med VGS gjennomføre ulike matfaglige arrangementer/eventer på ulike lokasjoner i Nordland fylke. Anskaffelsen gjennomføres som en anskaffelse uten konkurranse etter bestemmelsene i forskrift om offentlige anskaffelser §13-4 b. Det er bare skoleeier som har mulighet til å sikre den tette koblingen opp mot VGS som ligger i dette prosjektet. Siden dette er et sentralt moment i prosjektet anses det som utelukket at andre aktører kan levere tilsvarende tjeneste.
