  Langs eksisterande vegnett er det mange eldre tunnelar. Mange munnar ut i skredfarleg område. Nokre stader er det portalar er altfor korte. Det gjer at portalmunninga ofte er utsett for skred. Når ein planlegg skredsikring derimot vegrar ofte fagmiljøet seg mot å føreslå forlenging av dei eksisterande portalane. Årsaka er at det medfører ei omfattande skredsikring i terrenget før bygging av ein tradisjonell betongportal. Heile operasjonen er altså risikofylt og tek lang tid. Det er ikkje uvanleg at ein 20-30 m lang portal i eit skredutsett terreng medfører 7-8 månader i byggetid. Dette gir og store utfordringar for trafikantane som nyttar vegen. Det er dei siste åra utvikla eit nytt konsept som raskt kan setjast opp. Dette konseptet kallast RoadCap og består av prefabrikkert seksjonar som vert montert i løpet av nokre timar. Det er ynskjeleg å få prøvd ut dette konseptet langs fylkesvegnettet. Det vert her føreslått eit punkt, Fv. 49 Liarostunnelen forlenging av nordaustleg portal.

  Heimel for unntak er FOA § 13-4 (1) b) nr. 3 som åpner for å gjennomføre en anskaffelse uten konkurranse fordi anskaffelsen gjelder ytelser som bare en bestemt leverandør kan levere, eksempelvis fordi leverandøren har en enerett. Etter VLFK sitt syn, er det eneste alternativet til RoadCaps løsning å gjennomføre tradisjonell rassikring. Slik tradisjonell sikring har store samfunnsmessige konsekvenser fordi sikring tar lengre tid, er farligere å utføre (og derfor ikke mulig alle steder) og krever omdirigering/stans av trafikken i lengre perioder. RoadCap kan monteres på svært kort tid, noe som minimerer oppholdstid i rasfarlig område. VLFKs vurdering er at RoadCap er eneste leverandør vil kunne møte behovet til en sikker og rask tunnelsikring og samtidig oppfylle de regulatoriske kravene i Norge. RoadCap har patent på dette konseptet.
