  NAV har ikke planlagt eller budsjettert for bytte av lønns- og personalsystem på det nåværende tidspunkt. Det er investert mye i systemene og arbeid knyttet til dem, og disse investeringene har enda ikke fullt ut gitt den naturlige forretningsmessige avkastning. Systemene er tett sammenvevd med en rekke andre systemer, både internt og eksternt. Ut fra dette anses det å være grunnlag for å fortsette å bruke det personalsystem en allerede benytter og således anskaffe drift/vedlikehold knyttet til dette systemet. Ut fra våre opplysninger er WinTid og Unit4 uløselig knyttet sammen i eksisterende lønns- og personalsystem. De tjenester som skal anskaffes fremstår som naturlige ytelser å samle i èn kontrakt. Spørsmålet er om det innen EØS-området finnes flere leverandører enn TietoEvry AS som kan levere de ytelser som skal anskaffes. NAV legger vekt på at det er forsøkt å skape konkurranse i to omganger uten hell, samt at vår innsikt i markedssituasjonen tilsier at det kun er TietoEvry AS som kan levere ytelsen. NAV anser at vilkårene for anskaffelse uten konkurranse i § 13-4 bokstav b nr 2 er oppfylt.
