  Drammen Eiendom KF forvalter Drammen kommunes formålsbygg, herunder står for teknisk drift, og vurderer i den forbindelse anskaffelse av rammeavtale på service og utvikling av eksisterende systemer for byggautomasjon/SD-anlegg (Sigma og EBO) i kritiske varmesentraler. Byggautomasjonssystemene er anskaffet i perioden 1995 og til i dag, hvor anleggenes alder i hovedsak er fra 2000 - 2015. Sigma og EBO er driftssystemene som benyttes. Anleggenes alder tilsier at det er behov for service og oppgraderinger. Anskaffelsen omfatter kun de varmesentralene i Drammen Eiendom KFs forvaltningsportefølje som er etablert i dette tidsrommet og benytter seg av Sigma og EBO. Andre anlegg som ikke benytter Sigma og EBO omfattes ikke av anskaffelsen. Eksisterende system av type EBO svarer ut de krav Drammen Eiendom KF stiller til et toppsystem/SD med tanke på fleksibilitet, funksjonalitet, stabilitet og tilgjengelighet. Dette gjelder brukergrensesnittet, men også ned på prosess/programmeringsnivå. Det er derfor ikke behov for å skifte ut systemene som sådan. Oppdragene vil være innen drift, vedlikehold og videreutvikling av de eksisterende byggautomasjonssystemene Sigma og EBO. Hovedsakelig konsulenttjenester på programmering, samkjøring, oppdatering og feilsøking samt vedlikehold av systemene. Herunder: - Oppdatering og omprogrammering av de eksisterende styringssystemene Sigma og EBO. - Strukturere og oppgradere databaser (SQL) for lagring av historiske driftsdata knyttet opp mot styringssystemene Sigma og EBO. - Optimalisere og videreføre innsamling av data for eksport og viderebehandling i eksisterende systemer, herunder energidata, værdata og lignende. - Oppgradering av undersentraler i varmesentraler. Det vil for enkelte sentraler være nødvendig å bytte undersentraler. Det må leveres undersentraler som er tilpasset EBO, slik at komponenter i eksisterende system kan videreføres, men kun deler av undersentralen byttes. - Anskaffelsen omfatter ikke tavlekomponenter som f.eks. sikringer og kontrakter osv. eller feltautomatikk med tilhørende komponenter, kun undersentraler. For de deler av undersentralene som må byttes forutsettes det bruk av ferdige kit i størst mulig grad, for få en kortest mulig nedetid. Anskaffelsen vil ha en varighet på 3 år med opsjon på ett års forlengelse i tillegg. Anskaffelsen har en estimert verdi på 9 millioner. Dette er et estimat og medfører ingen forpliktelser for Drammen Eiendom KF. Det tas forbehold om økonomi og at de til enhver tid gjeldende budsjetter vil kunne gi et redusert omfang. På grunn av systemenes kompleksitet og driftskritiske betydning forutsettes det at leverandør kan vise til bred og solid erfaring med denne type oppdrag og de aktuelle systemene og tekniske installasjonene. Type prosedyre Anskaffelse uten forutgående konkurranse, jf. forskriften § 13-4 bokstav b nr. 2. Gjennom markedsundersøkelser er det avklart at anskaffelsen gjelder en ytelse som bare den valgte leverandøren kan levere. Det foreligger ikke rimelige alternativer til anskaffelsen, jf. forskriften § 13-4 siste ledd. Alternativet til anskaffelsen er å skifte ut systemer som sådan, fremfor å oppgradere eksisterende anlegg. Arbeidene gjelder integrerte deler i systemet ikke overordnede styringssystemer som sådan. Det er derfor viktig at de komponenter som byttes ut og oppgraderinger som gjøres vil sømløst kunne integrere og kommunisere i systemet. Utskifting av større deler, for å unngå oppgradering av eksisterende deler, anses for å være vesentlig mer omfattende ettersom slik utskifting vil måtte påregnes å utløse egne problemer med integrasjon, driftssikkerhet og lignende.
