  Oslo kommune bruker i dag verktøyet Unit4 Business World (UBW) Planlegger, i budsjett- og rapporteringsarbeid. UBW Planlegger er en integrert modul i kommunens økonomisystem. I tillegg benyttes Word og Excel i utstrakt grad i store deler av prosessarbeidet. I siste del av prosessen, publiseres byrådets årlige budsjett og rapporteringer på kommunens hjemmeside. Oslo kommune vurderer å anskaffe et nytt verktøy til bruk i budsjett- og rapporteringsprosesser. Et verktøy som kan gi en helhetlig prosess-støtte i kommunens prosesser. Verktøyet må kunne oppdateres jevnlig. Tall, tekst og bilder, må kunne presenteres dynamisk og interaktivt på alle digitale plattformer. Det bør enkelt være mulig å sammenstille informasjon til offentliggjøring av budsjett og rapportering, både i Word- og Pdf-versjoner og på web. Løsning for web publisering skal være universelt utformet slik at man når hele målgruppen i samme løsning, uavhengig av funksjonsevne. Det forutsettes at et nytt verktøy må ha en enkel integrasjon mot UBW og fungere i overensstemmelse med dagens økonomimodell, som skal benyttes videre. Verktøyet må også fungere sammen med UBW Planlegger og Excelerator, eventuelt erstatte funksjonalitet i UBW Planlegger og Excelerator som benyttes i den sentrale budsjettprosessen. Systemet skal være enkelt å bruke og ikke være avhengig av enkeltpersoner i egen organisasjon for å kunne driftes. Vi er nå i fasen hvor vi undersøker hva som finnes, og ønsker informasjon fra potensielle leverandører av digitale systemverktøy til bruk for Oslo kommunes budsjett- og rapporteringsprosesser.
