Udir videreførte i denne perioden kontrakten med Grape Architects AS fram til kontraktsinngåelse. I denne prosjektperioden har Grape Architects AS arbeidet med en behovskartlegging hos de tre direktoratene, som resulterte i kravspesifikasjon og endelig leieavtale med Pellerin AS. Blant tilbyderne av leieobjekter i Tromsø var både utleiere med eksisterende bygg og nybygg. Valget falt til slutt på et bygg som skulle føres opp fra grunnen i Tromsø sentrum. Dette medførte et større behov for arkitekttjenester også i oppføringsfasen av bygget, for å sikre ivaretakelse av direktoratenes interesser fra kartleggingsfasen og kravspesifikasjon opp mot både utleier og utbygger. Utvidelse av antall ansatte i alle tre direktorater siden oppstart medførte behov for nye plantegninger for å gi mer fleksibilitet og plass til flere medarbeidere enn opprinnelig planlagt. Flytting av prosjektlederansvar fra Udir til Kompetanse Norge grunnet overføring av oppgaver og rundt 20 ansatte fra Udir til Kompetanse Norge fra 2020 gjør Kompetanse Norge til det største direktoratet i samlokaliseringen. Prosjektledelse for samlokaliseringen ble dermed flyttet over til Kompetanse Norge i april 2019. I samlokaliseringsprosjektet er det oppstått uforutsette behov for ekstra kompetanseoverføring og kontinuitet grunnet utskifting av flere sentrale deltakere fra første fase av prosjektet; prosjektleder fra Udir, prosjektleder fra Pellerin AS, endring i styringsgruppen, prosjektgruppen mm. Kompetanse Norge vurderer på bakgrunn av dette at det er helt nødvendig at det gjenstående bistandsbehovet i sluttfasen av prosjektet utføres av Grape Architects AS, og på dette stadiet i prosessen kun kan leveres av Grape Architects AS.
