Verktøyet har blant annet følgende funksjonalitet: - kvalitets- og innholdsanalyse - varsel om brutte lenker - stavekontroll og feilretting - lesbarhet, - universell utforming (WCAG 2.1 retningslinjer), - teknisk og innholdsmessig søkemotoroptimalisering (SEO) - regelverktøy og innholdskontroll - atferdskart - webstatistikk - varsling ved publisering av personnummer - feedback fra brukerne - rapportering til epost - brukervennlige dashboards Verktøyet sjekker oppdragsgivers nettsider hver 5. dag og gir et overblikk over sidenes innhold. Dette gir et kvalifisert grunnlag for beslutninger, og gjør det mulig for nettredaktørene å optimere innsatsen. Viken fylkeskommune ønsker et verktøy som samler flere tjenester for oppfølging av redaksjonell kvalitet, teknisk kvalitet, analyse og brukeradferd i en enkelt løsning for å effektivisere arbeidet med nettstedene. Et slikt system vil gjøre det mulig for oppdragsgiver å prioritere oppgaver, da systemet har et større bilde av kvaliteten og bruken av nettstedene, enn det hver av disse tjenestene enkeltvis ville hatt. I tillegg reduserer dette behovet for antall avtaler, antall systemer/opplæring av personell, og vi får dekket opp flere av våre digitale tjenester/nettsider. I tillegg sikrer vi eierskap til data og tar vare på personvernet. Kontraktens estimerte verdi, jf. FOA § 5-4 (12) b ligger under den nasjonale terskelverdi på 1.3 MNOK. Oppdragsgiver har til hensikt å inngå kontrakt uten forutgående konkurranse da oppdragsgivers undersøkelser tilsier at det kun eksisterer én bestemt leverandør i markedet som kan oppfylle oppdragsgivers behov. Kontrakt vil inngås ti dager etter denne kunngjøringen med leverandøren Siteimprove AS. Eventuelle innsigelser sendes via Mercellportalen.
