  Kristiansand kommune i samarbeid med Arendal, Grimstad og Farsund kommuner, Sørlandet sykehus, fastleger er et av 6 nasjonale prosjekter som del av Helsedirektoratets nasjonale velferdsteknologiprogram. Prosjektperioden er 2018-2021 og formålet er utprøving av medisinsk avstandsoppfølging for kronisk syke. Kristiansand kommune inngår en forsknings og utviklingskontrakt (FOU-kontrakt) med Siemens Healthineers, som bygger på et pågående samarbeid om tjeneste og teknologiutvikling i et annet parallelt pågående prosjekt TELMA, finansiert av NFR. Avtalen har til hensikt å videreutvikle plattformen som er benyttet i Telma for å fremskaffe ny kunnskap og videreutvikle dagens løsninger for medisinsk avstandsoppfølging i kommunene. Gjennom Telma er det skissert stort utviklingspotensial i teknologien, og spesielt vil prosjektet fokusere på utvikling knyttet til samhandling mellom aktørene, responsivitet og brukervennlighet i løsningene, rapportering/monitorering, kunstig intelligens og maskinlæring og potensialet for «Bring Your Own Device». Erfaringer fra prosjektet vil være med på å danne grunnlag for rapportene som utarbeides nasjonalt etter endt prosjekt. Disse rapportene vil være offentlig tilgjengelig på Helsedirektoratet sine nettsider.

  Kontrakten er vurdert til å være en FoU kontrakt etter FOA § 2-5: Telma er i 2019 fortsatt i prosjektperiode med utprøving og inklusjon av pasienter til prosjektet. Teknologien og samarbeidet med eksisterende leverandør er avgjørende for videreutviklingen og resultatene av prosjektet. Når NVP Avstandsoppfølging nå skal starte med inklusjon til samme pasientgrupper, men med et annet forskningsdesign, vil det være avgjørende at kommunene på Agder ikke må implementere ny og annen teknologi, med følgende argumenter: Teknologien er fortsatt under utvikling og utprøving. Det er behov for supplerende utstyr, sikre tekniske og praktiske logistikkløsninger.
