DSS skal fra høsten 2019 starte pilotering på evne- og personlighetstesting av aktuelle kandidater i rekrutteringsprosesser for noen departementer. DSS ønsker å inngå avtale med en leverandør som kan tilby: • Testverktøy (arbeidspsykologiske tester, herunder personlighetstester, evnetester og lederbatteri) • Kompetanseverktøy • Kurs og sertifisering i bruk av kompetanse- og testverktøy • Rådgivning/ brukerstøtte • Konsulentbistand Etter gjennomført pilot høsten 2019, etablerer DSS en testtjeneste i 2020 som vil tilbys departementsfellesskapet og DSS. For det første året estimerer vi at behovet vil være ca. 430 personlighetstester og 240 evnetester på medarbeiderstillinger. Det antas at det årlige omfanget vil øke gradvis underveis i avtaleperioden mot 860 personlighetstester og 480 evnetester etter fire år. Antall testbrukere anslås til ca. seks personer hvorav flere er sertifisert på ett eller flere testverktøy fra før. For medarbeiderutvikling er vi usikre på volum, men vi estimerer at det utover i avtaleperioden kan være et potensiale på ca. 70 personer årlig. Hovedandel av kjøp på denne avtalen vil være personlighets- og evnetester, men Kunden skal også ha mulighet til å benytte seg av Leverandørens øvrige testportefølje. I perioder med manglende kapasitet hos Kunden, vil det også kunne være behov for konsulentbistand i forbindelse med bruk av testverktøy i rekrutteringsprosesser. Leverandør skal kunne tilby et kompetanseverktøy som kan brukes i jobbanalysen og som gir relevante spørsmål til intervjuguide. Verktøyene som tilbys Kunden skal hjelpe oppdragsgiver å høyne kvaliteten på rekrutteringsprosessen og resultatet av den. Personlighets- og evnetest må være en del av verkøyene.

For rekruttering til lederstillinger ønsker vi å benytte oss av et "ledertestbatteri" som foreslås av Leverandøren. Vi er usikre på volumet, men vi estimerer at det i løpet av det første året kan bli ca. 30 lederstillinger med anslagsvis 60-90 testkandidater. Det antas at det årlige omfanget vil øke gradvis underveis i avtaleperioden mot ca. 70 lederstillinger med anslagsvis 140-210 testkandidater per år. Hovedandel av kjøp på denne avtalen vil være "ledertestbatteri", men Kunden skal også ha mulighet til å benytte seg av Leverandørens øvrige testportefølje. Kunden skal også kunne benytte verktøyene i utviklingssammenheng. Det vil i tillegg være behov for konsulentbistand og rådgivning i forbindelse med lederrekruttering. Tallet er usikkert, men vi antar at behovet for konsulentbistand kan være gjeldende for ca. 15 slike rekrutteringsprosesser pr. år.
