  #StimuLab 2018 Stimuleringsordningen for innovasjon og tjenestedesign, som har vært en prøveordning i 2016 og 2017, fortsetter som en fast ordning under navnet #StimuLab. I 2018 har vi kr. 10 millioner som skal støtte ulike innovasjonsprosjekter i stat og kommuner. Difi og DOGAs rolle er å veilede prosjektene fram mot en anskaffelse. I anskaffelsen må leverandørene kunne levere på tjenestedesign som hovedkompetanse, med støtte av gevinstrealisering og endringsledelse, og eventuelle andre kompetanser som trengs i prosjektet. Enkeltstående anskaffelser I prøveperioden har 10 leverandører (konsortier) vært prekvalifiserte i en rammeavtale. Denne avtalen er nå avsluttet. I 2018 legger vi opp til å gjøre enkeltstående anskaffelser tilpasset hvert prosjekt og med dialogaktiviteter knyttet til anskaffelsen. Hvor mange prosjekter midlene fordeles på er ikke forhåndsbestemt, men basert på erfaringer fra prøveperioden vil vi hovedsakelig støtte noen færre, litt større prosjekter, enn i prøveperioden. Hvordan vi vektlegger de ulike kompetansene (tjenestedesign, endringsledelse, gevinstrealisering) vil vi tilpasse til hver enkelt anskaffelse. Program: --Informasjon om #StimuLab, ved Difi og DOGA --Erfaringer fra prøveperioden --#StimuLab 2018 --Informasjon om anskaffelsesprosessen, ved seniorrådgiver Johan Englund, Difi --Spørsmål og dialog Bakgrunn #StimuLab skal støtte og stimulere til brukerorientert eksperimentering og nyskaping i forvaltningen. Difi og DOGA tilbyr tverrfaglig støtte, veiledning og økonomiske midler til innovative utviklingsprosjekter. Sammen med statlige virksomheter eller kommuner og det private markedet skal vi teste ut nye måter å jobbe på, i prosjekter som skal ende opp i nye og forbedrede tjenester, prosesser eller systemer. Målet er mer helthetlige og bedre tjenester for brukerne og en mer effektiv forvaltning. #StimuLab har som mål å fange opp prosjekter og problemstillinger som «faller mellom to stoler», for eksempel på grunn av sektoransvaret, manglende finansiering, samordningsutfordringer eller annet. Virksomhetene som får midler må våge å tenke nytt om roller, tjenester og systemer og forplikter seg til å jobbe på en åpen og innovativ måte. Prosjektene vi samarbeider med, blir også veiviserprosjekter med nye erfaringer som andre kan lære og inspireres av. Et viktig mål er derfor å få økt bruk av, kunnskap om og erfaring med innovative arbeidsmåter, med utgangspunkt i brukerbehov. #StimuLab er et oppdrag til Difi fra Kommunal- og moderniseringsdepartementet, og vi samarbeider med DOGA for å sikre tverrfaglig kompetanse i arbeidet.
