  Basert på de undersøkelser Tolldirektoratet har foretatt i markedet er det ingen andre leverandører som leverer den samme kombinasjonen av tilgang til uavhengige research og analysemateriale og rådgivningstjenester som det Gartner tilbyr. Det er også viktig med både kjennskap til internasjonalt og nasjonalt marked og ha en bred markedskunnskap om disse. Da det kun finnes en leverandør i markedet anses det ikke hensiktsmessig å gjennomføre en komplett konkurranse i markedet der i realiteten kun en leverandør vil kunne delta. Tolldirektoratet finner basert på dette grunnlag for å inngå avtale direkte med Gartner Norge AS.
