  Formålet med anskaffelsen er å inngå en rammeavtale med leverandør som kan levere alt av porselensservise til Stortinget. Anskaffelsen omfatter både hverdags- og finservise i porselen, til bruk i Stortingets spisesteder. Formålet med anskaffelsen er å sikre behovet for levering av porselen som har god kvalitet, er funksjonelt og innbydende. Kjerneoppgaven for Stortingets administrasjon er å legge best mulig til rette for den parlamentariske virksomheten. I denne oppgaven inngår blant annet drift av interne spisesteder og bevertning i forbindelse med møter og arrangementer. Stortinget har to spisesteder inkludert en kaffebar. Disse utgjør et sentralt servicetilbud tilrettelagt for Stortingerepresentanter, ansatte i partigruppene og administrasjonen, øvrige som har sitt daglige arbeid i Stortinget og besøkende. Spisestedene besøkes daglig av 1350 personer. Spisestedene utgjør en viktig del av det totale arbeidsmiljøet. Det tilstrebes et optimalt trivselsmiljø ved hjelp av trivelig interiør, serviceinnstilte medarbeidere og et innbydende frambud av mat og drikke. Matkonseptet er myntet på norske tradisjoner, norske råvarer, sesong og balanserte menyer. Maten skal være delikat og velsmakende og bli presentert på en innbydende måte, og det nye serviset vil være et viktig produkt som bidrag til det ønskede kvalitetsnivået i Stortingets spisesteder. I tillegg til spisestedene serveres det mat og drikke i forbindelse med møter og arrangementer, og når Stortinget er vertskap for internasjonale besøk og det offisielle Norge. Det blir servert møtemat i 80 forskjellige rom, og det er mulig å forsyne seg med varme drikker fra 35 varmdrikksautomater rundt omkring i Stortingets lokaler. Det er viktig at vi har tilstrekkelig tilgang på servise som er tilpasset dette behovet og som har en funksjonell og ergonomisk god funksjon. Hverdagsserviset vil i hovedsak bli benyttet i spisestedene i forbindelse med møtematservering og ved drikkestasjonene. Finserviset vil i hovedsak bli benyttet ved høytidelige anledninger og når Stortinget er vertskap. Beskrivelser i Stortingets designhåndbok skal ivaretas for begge servisene. Den første leveransen - som planlegges bestilt for levering i løpet av første kvartal i 2019 - omfatter hele finserviset og ca 50 % av hverdagsserviset (ref pris- og produktskjemaet). Den andre leveransen som planlegges bestilt, omfatter resten av hverdagsserviset (ref pris- produktskjemaet) og skal leveres i løpet av 2020/første kvartal 2021. Leveranse for resten av avtaleperioden vil hovedsakelig gjelde supplering av serviset etter slitasje, svinn og brekkasje, og eventuelt en utvidelse av behovet som viser seg i løpet av avtaleperioden. Det kan også være aktuelt å bestille enkelte gaveartikler, som skal kunne selges til ansatte og besøkende på Stortinget. Anskaffelse vil bestå av ca 15 000 enheter bestående av blant annet krus, kopper, skåler, asjetter, frokost-, lunsj- og middagstallerkener. I tillegg kommer supplering etter hovedleveranse. Kontrakten inngås i første omgang for fire år, med rett for oppdragsgiver til å forlenge avtalen med inntil seks år.
