  Stavanger kommune v/ Bymiljø og utbygging (BMU) har intensjon om å inngå en avtale med Presis AS vedrørende ekstraordinært renhold ved dårlig luftkvalitet. Ekstraordinært renhold er kun nødvendig i de periodene av vinteren hvor det er tørt og kaldt over lengre perioder. I slike perioder er luftkvaliteten i Stavanger betydelig dårligere, og det er nødvendig med renhold av veinettet (sideveier). Kontraktens samlede verdi er usikker ettersom oppdragsmengden er væravhengig. De veiene som skal tas, ligger i direkte tilknytningen til de statlige veiene som allerede rengjøres av Presis Vegdrift AS avd Stavanger. Vi har vurdert forholdet slik at vi kan inngå avtale med Presis Vegdrift AS avd Stavanger uten å kunngjøre konkurranse. Dette skyldes at Presis Vegdrift AS avd Stavanger etter vår forståelse er den eneste leverandøren i markedet som er rigget for denne typen oppdrag, samtidig som det ut fra samfunnøkonomiske hensyn fremstår som ufornuftig å lyse ut oppdrag for renhold av veinett som ligger i direkte tilknytning til det som allerede utføres på vegne av Statens vegvesen.
