  Hedmark og Oppland fylkeskommuner (Oppdragsgiver) ønsker å inngå rammeavtale på IT-utstyr, AV-utstyr, telefoner og tilbehør. Det vil inngås avtale med kun én leverandør. Bestillinger skal primært gjøres i en fullsortiments nettbutikk. Oppdragsgiver søker å finne en prismekanisme som kan brukes både som tildelingskriterium og i rammeavtaleperioden, og som ikke er basert på priser i en "handlekurv". Målet er å sikre oppdragsgiver konkurransedyktige priser gjennom hele rammeavtaleperioden. Prismekanismen må være målbar og kontrollerbar. Tilbydere oppfordres til å foreslå og beskrive prismekanismer som kan egne seg til dette formålet. Oppdragsgiver har vurdert noen prismekanismer som vi har funnet svakheter ved: --Pris i forhold til markedspris ("Prisjakt"): For mange av produktene vil det være vanskelig å finne markedspris. --Rabatt i forhold til veiledende pris: Ikke alle leverandører har åpen nettbutikk hvor vi kan kontrollere veiledende pris. --Påslag: Vanskelig å kontrollere innpriser til leverandør og disse kan også variere fra leverandør til leverandør. Basert på mottatt respons vil oppdragsgiver vurdere å invitere til et møte om saken. Frist for respons settes til 13. september 2017 kl 1400.
