  Nittedal kommune har intensjon om å inngå kontrakt med Visma om kjøp av det skoleadministrative systemet Visma Flyt Skole. Visma er eneste leverandør i markedet som kan levere et sammenhengende skybasert system for skole, SFO og PPT, og som kan levere et system klargjort for mobilt PPT. Hjemmel: Foa § 13-4 b) nr. 2: Anskaffelsen gjelder ytelser som bare en bestemt leverandør kan levere fordi konkurranse er umulig av tekniske årsaker Bakgrunn: I 2016 gjennomførte kommunen konkurranse om et skoleadministrativt system og anskaffet Oppad. Oppad gikk konkurs før produktet var ferdigutviklet i kommunen, hvilket medfører at det haster med å få på plass en løsning som fungerer. Begrunnelse for direktekjøp: • Kommunen ønsker best mulig samhandling og synergi mellom skole, SFO og PPT. Vi krever av denne grunn et system som har en felles digital plattform for disse funksjonene, og som i tillegg er klargjort for mobilt PPT. Visma Flyt er det eneste systemet som kan levere denne sammensatte løsningen. • Nittedal kommune har ikke kapasitet i dag til å drifte alle fagapplikasjoner selv. Av denne grunn ønsker vi å gå over til mest mulig skybaserte løsninger. Visma er eneste leverandør som leverer skybasert løsning som i tillegg er sammenhengende mellom funksjonene i kommunen som skal benytte systemet (Skole, SFO og PPT). • Nittedal kommune arbeider mot inntreden i DGI (Digitale Gardermoen IS). Samtlige eierkommuner har gitt sin tilslutning 1) til at Nittedal kommune kan tas opp som syvende eier i DGI, og Nittedal kommune har tatt en prinsipiell beslutning om å tiltre som medeier (ref. Formannskapets vedtak i sak 95/16 «Fremtidig IKT-organisering»). De øvrige 6 DGI-kommunene benytter Visma Flyt skole som administrativt system, og som eier i DGI vil Nittedal tre inn i allerede eksisterende avtale mellom Visma flyt Skole og DGI.
