  Kommunene har ansvar for å organisere en klinisk veterinærvakt. Ordningen med veterinærvakter er etablert i henhold til lov 15. juni 2001 nr. 75 om veterinærer og annet dyrehelse-personell § 3 a. Ordningen med veterinærvakter skal sikre at det i kommunal/ interkommunal regi blir etablert klinisk vakt for veterinærer i alle deler av landet slik at nødvendig veterinærhjelp kan skaffes utenom ordinær arbeidstid. Veterinærvakten er en nødvendig del av beredskapen mot alvorlige smittsomme dyresykdommer og viktig for å opprettholde god dyrevelferd. Tildeling av vakttjenestene har tidligere skjedd i henhold til en avtale mellom Den norske veterinærforening (DNV) og KS. Avtalen opphørte 1.7.2012. For å få praktiseringen av vaktordningen i tråd med gjeldende lover og forskrifter, gjennomføres avtaleinngåelsene mellom vaktdistriktene og veterinærene nå som ordinære anskaffelser. Det er opprettet 160 vaktdistrikter, i tillegg fem vakter i «bynære strøk». Denne anskaffelsen gjelder levering av veterinærvakttjenester i vaktdistrikt Fræna og Averøy. For å dekke opp behovet for veterinærer i vaktordningen, vil det bli inngått minimum 4 avtaler i denne konkurransen. Nærmere beskrivelse av antallet avtaler som inngås og krav til samarbeid mellom veterinærene er beskrevet i pkt. 4 nedenfor og i kravspesifikasjonen pkt. 6
