  Nettbuss Travel AS har etablert et ekspressbusstilbud med TIMEkspressen Linje 3 mellom Sarpsborg og Oslo. Tilbudet utgjør en vesentlig del av det lokale tilbudet på strekningen og bidrar til å nå samferdselspolitiske målsettinger for fylkeskommunen. Østfold fylkeskommune inngikk i 2014 en avtale om takstkompensasjon for lokale reiser slik at fylkeskommunens priser og rabattordninger også gjelder for reiser med ekspressbussen. Dagens tilbud omfatter 15 avganger på hverdager og 7 på lørdag og søndag med en lokal produksjon på om lag 400.000 rutekilometer pr år. For å nå målet om økt tilgjengelighet i distriktene og mellom byene i Østfold, vil ekspressbussene fortsatt ha en viktig rolle i Østfold. Tilbudet betjener strekninger og områder hvor det øvrige kollektivtilbudet er lite utbygd. Videre er ekspressbusstilbudet et viktig miljøpolitisk virkemiddel, der målet er at flest mulig skal benytte kollektivtransport i stedet for mindre miljøvennlige transportmidler.
