  Dagens telefoniløsning er kompleks og både ressurs- og kostnadskrevende. Oppland fylkeskommune ønsker å utvikle en telefoni-/samhandlingsløsning som innebærer en teknisk forenkling og som er mindre ressurs- og kostnadskrevende enn dagens løsning. Samtidig må løsningen være moderne og framtidsrettet og imøtekomme våre krav på en best mulig måte. Tjenestedelen av leveransen omfatter telefonlinjer/-samband, tellerskritt, abonnement, nummerserier, m.m. Volumet på trafikken det forespørres om er anslått til ca. 300 000 samtaler fra fasttelefon og ca. 400 000 samtaler fra mobiltelefon pr. år. Om lag 85 % av trafikken er på dagtid.
