  Sivilombudsmannen ønsker tilbud på ett to-timers kurs for ansatte per år. Totalt er det ca. 80 ansatte som skal gjennomføre kurset. Kurset bør dele de ansatte opp i hensiktsmessige grupper for å sikre at kurset er relevant og at alle ansatte har mulighet til å delta. Kurset kan gjennomføres i leverandørens lokaler eller hos Sivilombudsmannen. Det skal videre gjøres en gjennomgang av eksisterende rutiner og utarbeides nye skriftlige rutiner for håndtering av krevende situasjoner hos Sivilombudsmannen (beredskapsrutinepakke). I tilbudet skal leverandøren komme med et løsningsforslag til hvordan beredskapsrutinepakken skal gjennomgås. Beredskapsrutinepakken skal inneholde beskrivelser av tenkte scenarier og hvordan man hos Sivilombudsmannen skal reagere/følge opp disse. Det anslås at resultatet vil være 1-2 sider tekst per scenario. I tillegg vil rammeavtalen omfatte annen beredskaps- og sikkerhetsrådgivning som vil bli avregnet etter timepris.
