  I Statsbyggs oppdragsbrev om utforming av midlertidig minnested er det gitt føringer om involvering av AUF og Støttegruppen. I tillegg bør minnestedet oppleves verdig og skal ha tydelige kunstneriske eller estetiske kvaliteter. Utformingen bør i størst mulig grad virke samlende for berørte, og det er svært viktig med involvering av berørte parter underveis i selve utformingen. Leverandøren må i utformingen ivareta både minnestedets kunstneriske kvaliteter, samt tilføre minnestedet helt særegne egenskaper som skapes gjennom involvering av sentrale aktører. Minnestedet skal stå ferdig til 22. juli 2018. Dette innebærer en kort tidsramme. I denne anskaffelsen må det foretas så skjønnsmessige og subjektive vurderinger at anskaffelsesregelverkets tildelingskriterier basert på laveste pris eller økonomisk mest fordelaktige tilbud, ikke passer. Videre vurderer Statsbygg at leverandørens identitet og kompetanse er helt avgjørende for å oppnå både minnestedets kunstneriske kvaliteter, samt minnestedets helt særegne kvaliteter som skapes gjennom involvering og dialog. Anskaffelsen er derfor gjennomført ved direkte henvendelse til 3RW som leverte minnestedet på Utøya etter angrepet 22. juli. Minnestedet er blitt tatt veldig godt imot av pårørende, AUF og Den nasjonale støttegruppen etter 22. juli. Statsbygg mener 3RW er svært godt egnet for oppdraget, både mht å skape et unikt kunstnerisk uttrykk, følge de føringer som er lagt, samt overholde tidsfrister.
